RESOLUTION 2001-33

(SR 504 Project Phase Two Feasibility Study)

 

 

WHEREAS, the feasibility study completed by Washington State Department of Transportation explores various options for extending the Mount St Helen’s Highway; and

 

WHEREAS, this initial study identified the environmental, engineering and economic issues that will require further study and detail in order to finance and construct an extended route; and

 

WHEREAS, the National Volcanic Monument is under the jurisdiction of the federal government (US Forest Service) and is also geographically located in Skamania County; and

 

WHEREAS, Congress, in passing the monument legislation, recognized that roads could be reconstructed in areas where roads existed prior to the eruption and the feasibility study has examined two routes.  One option is to connect the existing FS 99 Road to a pre-eruption route that would connect with SR504; and

 

WHEREAS, Skamania County recognizes the unique natural characteristics of Mt. St. Helen’s and concurs with efforts to protect and preserve the natural environment; and

 

WHEREAS, an extension of forest service road 99 would bring new visitors to the area by providing access to areas of Mount St. Helen'’ that are not easily accessible.  The proposed extension also provides increased educational and recreational opportunities to all citizens and visitors; and

 

WHEREAS, an extension of forest service road 99 is necessary for the protection of life and property in emergency situations.

 

NOW, THEREFORE, BE IT RESOLVED that it is the intent of Skamania County to support the appropriation of federal and state funding to complete an environmental impact statement for extending forest service road 99, and

 

BE IT FURTHER RESOLVED THAT local officials and agencies shall cooperate to the extent possible with such study efforts; and

 

BE IT FINALLY RESOLVED, that Skamania County will continue to support innovative funding options from federal, state and private sector resources for construction of the route.
