RESOLUTION No. 2008-11

(Creation of new Special Revenue Fund for CDBG - Community Services to replace Agency Fund for CDBG - Community Services)

WHEREAS, for over a decade, federal Community Development Block Grant (CDBG) funds have been received from the State and receipted into and expended from the current CDBG – Community Services Fund (6440.000.000), an agency fund, to provide grant funding for eligible community services through the Washington Gorge Action Programs; and

WHEREAS, changing the non-budgeted agency fund to a special revenue fund in the County’s comprehensive budget better tracks the revenues and expenditures of the CDBG – Community Services program, for which the County has administrative responsibility for the grant;

NOW, THEREFORE BE IT RESOLVED by the Board of County Commissioners of Skamania County, Washington, that:

1. The CDBG – Community Services Fund 6440.000.000 is hereby dissolved and the Skamania County Treasurer shall compete the dissolution process three (3) years after no financial transactions have occurred within this CDBG – Community Services Fund.

2. A new special revenue fund called “CDBG – Community Services” is established and assigned the fund number 1310.000.000. The purpose of this fund is to receive Federal CDBG grant funds from the State of Washington and to expend those funds to provide eligible community services through a sub-recipient and to pay the County an administrative fee.

3. All CDBG – Community Services revenues received after the date of this resolution shall be deposited in this special revenue fund and all CDBG – Community Services expenditures for the year 2008 and beyond shall be paid from this fund.

4. On the date of approval of this resolution or as soon as practical thereafter, the Treasurer shall transfer any and all of the remaining balance of funds in the CDBG – Community Services Fund (6440.000.000) to the CDBG - Community Services Fund (1310.000.000).
