RESOLUTION No. 2007-64

 

(Creation of new department in Current Expense to replace the Buildings and Grounds, Community Events and Recreation, and Swim Pool Departments and the Fair Fund with the Facilities and Recreation Department.)

 

WHEREAS, the Board of Commissioners has placed the Buildings and Grounds, Community Events and Recreation, and Swim Pool Departments in the Current Expense Fund and the Fair Fund under the direction of a single Department Director, to be known as the Facilities and Recreation Director; and

 

WHEREAS, combining the budgets of the four programs allows greater flexibility in the use of funds to meet program needs; and

 

WHEREAS, the Commissioners desire to track the revenues and expenditures of the four programs;

 

NOW, THEREFORE BE IT RESOLVED by the Board of County Commissioners of Skamania County, Washington, that:

1.                  The Facilities and Recreation Department (Department 0010.345.000) is created in the Current Expense Fund, beginning with the 2008 Skamania County Budget.

 

2.                  The Buildings and Grounds, Community Events and Recreation, and Swim Pool Departments in the Current Expense Fund and the Fair Fund will be combined into a single department, Facilities and Recreation, within the Current Expense Fund.

 

3.                  The four programs may be budgeted as sub-budgets within the department, but the budget spending authority is the total of the sub-budgets (345-348), subject to the budget conditions set for in the annual Skamania County Budget.  For accounting purposes, the sub-budgets shall be identified as follow:

                        Buildings and Grounds   0010.345.000

                        Community Events and Recreation  0010.346.000

                        Swim Pool  0010.347.000

                        Fair  0010.348.000

 

4.                  The Buildings and Grounds Department (0010.220), Community Events and Recreation Department (0010.340), and Swim Pool Department (0010.350) in the Current Expense Fund are hereby dissolved.

 

5.                  The Fair Fund (1150.000.000) is hereby dissolved and such dissolution will take effect after 3 years of no financial transactions within the Fair Fund.

 

6.                  Following the closing of the books for 2007, the Treasurer is authorized to transfer all the remaining balance of funds in the Fair Fund to the Current Expense Fund.
