RESOLUTION 2007- 28
Supporting DSHS Decision to De-Designate the Human Services Council as the Southwest Washington Agency on Aging
The Skamania County Board of Commissioners agrees with of Washington State Department of Health and Social Services (DSHS) decision to withdraw the Human Services Council (HSC) as the Southwest Washington Agency on aging SWAA sponsor agency.
WHEREAS, HSC lacks understanding of the role as SWAA sponsor agency and cannot meet its obligations as a sponsor and;
WHEREAS, HSC administrative and overhead costs have increased to unacceptable levels that adversely decreased funding available for the SWAA services; and
WHEREAS, HSC utilized funds and equipment of SWAA to subsidize other HSC programs; and
WHEREAS, DSHS ADSA determined that no fraud had occurred during their audit, severe problems exist in accounting and billing practices, management of funds and administrative and overhead funds; and
WHEREAS, the SWAA Advisory Council and employees believe that it is in the best interest of SWAA that the HSC does not oversee the SWAA; and
WHEREAS, it is the best interest of the citizens of
WHEREAS, the formation of a Council of Governments of southwest Washington Counties could effectively and efficiently oversee the SWAA;
NOW, THEREFORE LET IT BE RESOLVED, that the Board of Commissioners of Skamania County supports DSHS in their effort to de-designate the HSC as the SWAA in the best interest of the citizens of
