(Department of Planning and Community Development Fee Schedule to replace all previous Department of Planning and Community Development fee schedule resolutions)

WHEREAS, the Skamania County Department of Planning and Community Development is responsible for the administration of the Skamania County Code (SCC) Title 16 (Environment), SCC Title 17 (Subdivisions), SCC Title 18 (Mobile Homes and Recreational Vehicle Parks), SCC Title 20 (Shoreline Management), SCC Title 21 (Zoning), SCC Title 21A (Critical Areas), SCC Title 22 (Skamania County Management Plan for Columbia River Gorge (NSA), and SCC Title 23 (Forest Practices Moratorium); and,

WHEREAS, each of the above referenced Skamania County Code Titles contain language indicating a fee may be charged for review of applications and appeals, and that fees shall be established by resolution of the Board of County Commissioners; and,

WHEREAS, the Skamania County Department of Planning and Community Development is responsible for providing copies of requested Planning Department information/documentation to the public; and,

WHEREAS, the application process name for Carson Review Uses has been replaced with the Administrative Review Uses; and,

WHEREAS, no fee was previously set for the Temporary Dwelling application process and since the process now exists a minimal fee needs to be set; and,

WHEREAS, there is no longer a separate process for National Scenic Area Boundary Line Adjustments as the activity is included in the regular National Scenic Area Land Use Application process; and,

WHEREAS, the time required to process and review National Scenic Area Land Use Applications and the procedures in the Skamania County Code do not differentiate between “Class I Development” and “Class II Development”, the separate fees are no longer necessary; and,

WHEREAS, the National Scenic Area Letter Amendment process is substantially different than the National Scenic Area Land Use Application process, a separate fee amount is necessary; and,

WHEREAS, the cost of processing all administrative appeals (NSA and Non-NSA) continues to exceed the $1,000.00 fee set in September 2005; and,

WHEREAS, the Planning Commission has requested that the Board of County Commissioners reduce the appeal fee from $1,000.00 to $500.00 thereby requiring the remaining appeal costs to be subsidized by general public taxpayer dollars at this time and which may impact the County’s ability to provide other public services in the future; and,

NOW, THEREFORE, BE IT FURTHER RESOLVED by the Skamania County Board of Commissioners that the Skamania County Department of Planning and Community Development shall charge the following fees for land use applications and requested Planning Department information/documentation:

*Actual cost will be calculated at the rate of salary and benefits for the employee performing the work, plus all publication costs. The applicant will be sent an itemized bill each month. If a bill is not paid or payment is returned as Non Sufficient Funds (NSF), then all review on the EIS will stop until the valid payment has been received.
