Resolution 2004-49

 

(In the Matter of the Lewis River Settlement Agreement with Cowlitz PUD and PacifiCorp)

 

WHEREAS, Cowlitz PUD and PacifiCorp are currently engaged in the renewal of operating licenses through the Federal Energy Regulatory Commission (FERC) for the four hydroelectric facilities located on the Lewis River. The license renewal process has included a series of negotiations with multiple agencies including Skamania County that address the impacts of the hydroelectric facilities on the local community. Among other topics, discussions have centered around recreation, law enforcement, emergency services, flood management and fish & wildlife protection. These negotiations have culminated in a Settlement Agreement that describes how these impacts are to be addressed.

 

WHEREAS, the Board of Skamania County Commissioners held a public hearing on December 6, 2004 at 1:30 p.m. in the chambers of the Board, County Courthouse Building, 240 NW Vancouver Avenue, Stevenson, Washington, for the purpose of receiving testimony from interested parties regarding the Lewis River Settlement Agreement.

 

NOW, THEREFORE, BE IT RESOLVED that the Board of Skamania County Commissioners recommends approval of the Lewis River Settlement Agreement.

 

BE IT FURTHER RESOLVED that Commissioner Albert E. McKee is authorized by the Board of County Commissioners to sign the Lewis River Settlement Agreement on behalf of Skamania County.
