RESOLUTION NO. 2004-20

 

(RESOLUTION IN THE MATTER OF THE PURCHASE AND INSTALLATION OF COST ACCOUNTING SOFTWARE)

 

WHEREAS, the Department of Public Works is required to provide reports and accounting information and is in need of a cost accounting system.    The Board of Commissioners have been advised of an integrated, modularized automated cost and fund accounting system for local government agencies with emphasis on Public Works and Road Departments.

 

WHEREAS, the Board of County Commissioners have reviewed the need to have the same program as other Washington counties for common reports, program support and economics.

 

WHEREAS, sixteen Washington counties are now using this cost accounting system.  This network of counties and the unique benefits that are available by purchasing this program limits the purchase to the single-source Win-Cams Cost Accounting Management System. 

 

WHEREAS, RCW 39.04.280(a) is limited to a single source of supply.

 

NOW, THEREFORE, BE IT HEREBY RESOLVED, that the Board of Skamania County Commissioners waive the requirement for competitive bidding for the purchase and installation of the Win-Cams Cost Accounting Management System and direct the Public Works Director to proceed with the purchasing and implementation of the accounting software program.
