RESOLUTION NO. 2004- 12
(RESOLUTION IN THE MATTER OF THE PURCHASE AND INSTALLATION OF ACCESSORY ITEMS TO UPGRADE THE COUNTY COMMUNICATIONS CENTER)
WHEREAS, the County Sheriff is responsible for the county communications center and has advised the Board of Commissioners that the communications systems are in need of special components to upgrade the facility to meet current and future demands; and
WHEREAS, the Board of County Commissioners have reviewed the needed purchase and work required for this upgrade and having been advised that because of numerous prior modifications to the base station, that the current upgrading required may be accomplished by integrating specific parts into the existing system, which the Board determines to be a “special facility” pursuant to RCW 39.04.280; and
WHEREAS, RCW 39.04.280 exempts work on special facilities from competitive bidding;
NOW THEREFORE, BE IT HEREBY RESOLVED, that the Board of Skamania County Commissioners waive the requirement for competitive bidding for upgrading work and supplies on this special facility and direct the Public Works Director to proceed with the purchasing of equipment and necessary work to bring the communication system to the required standards.
