RESOLUTION No. 2004-04

 

(Rescind Resolution 1987-40 and Establish

a Skamania County Human Services Advisory Board)

 

WHEREAS, the laws of the State of Washington have been amended for Mental Health, Substance Abuse and Developmental Disabilities.

 

WHEREAS, RCW 70.96A.300 and 71A.14.020 allows for the creation of an alcoholism and drug addiction board which has been defined in Resolution 1987-40 as the Skamania County Counseling Center Board; and

 

WHEREAS, Skamania County desires to change and rename the Skamania County Counseling Center Board to better meet the needs of the Mental Health, Substance Abuse, and Developmental Disabilities programs.

 

WHEREAS, the Board desires to clarify the membership and program responsibilities of the alcoholism and drug addiction board serving the various programs of the Counseling Center.

 

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners rescinds Resolution 1987-40; and

 

BE IF FURTHER RESOLVED that the Board of Commissioners hereby reestablishes an alcoholism and drug addiction board known as “the Skamania County Human Services Advisory Board”, to serve the Mental Health, Substance Abuse and Developmental Disabilities programs as set forth in the Washington Statutes; and

 

BE IT FURTHER RESOLVED that per RCW 70.96A.300 and 71A.14.020 the Skamania County Human Services Advisory Board shall be composed of not less than seven nor more than fifteen members appointed by the Board of Commissioners for three-year terms or until a successor is appointed, except that the initial appointments may be for shorter terms to stagger the expiration dates of the terms, and that the membership of said board shall meet the membership requirements set forth in RCW 70.96A.300 which requires 1/4 of the board to be recovered addicts, and minority groups.  Additional members under RCW 71A.14.020 must represent public, private, or voluntary agencies, local governmental units and citizens knowledgeable about developmental disabilities.  No member may be a provider of alcoholism and other drug addiction treatment services.  No more than four elected or appointed city or county officials may serve on the board at the same time.

 

BE IT FINALLY RESOLVED that the following persons are appointed to positions on the Skamania County Human Services Advisory Board with the term expiration date for each position as noted:
