Resolution 2003 - 16
(AMENDING RESOLUTION 1999-56, 2002-16 2003-10 and 2003-13 TO MODIFY LAUNCH FEES AT DRANO LAKE BOAT LAUNCH FOR SPECIAL TRIBAL FISHING)
Whereas, RCW 36.68.090 authorizes the County to charge a reasonable fee for the use of its recreational facilities, including boat launches; and
Whereas, Resolution 1999-56 adopted launch fees for Wind River and Drano Lake; and Amended by Resolution 2002-16
Whereas, Resolution 1999-56, Resolution 2002-16, Resolution 2003-10 and Resolution 2003-13 adopted launch fees for Wind River and Drano Lake; and
Whereas, it has come to the attention of the Skamania County Board of Commissioners that the Yakima Tribal members have been deemed by the Washington State Department of Fish and Wildlife to have a Special Fishery at Drano Lake during the months of April and May 2003; and
Whereas, the Board of Commissioners has determined that the upkeep and maintenance of providing this facility is costly to the County; and
Whereas, the Board has determined launch fees are to be instituted at the Wind River and Drano Lake boat launches; and
Whereas, it has been determined to be necessary to amend launch fees as per Washington State Fish and Wildlife criteria; and Amended by Resolution 2002-16
Whereas, it has been determined to be necessary to amend launch fees; and Amended by Resolution 2003-10
Whereas, it has been determined to be necessary to amend launch fees at Wind River Boat Launch to allow a discount for Skamania County residents 70 years of age and older; and Amended by Resolution 2003-13
Whereas, it has been determined to be necessary to establish recreational vehicle solid waste dump fees to cover the cost of maintaining the recreational vehicle solid waste dump sites and that the first $300.00 of the fees will be reimbursed to the Buildings and Grounds Fund (0010.220) as a reimbursement for cost of set up. Amended by Resolution 2003-10
Whereas, failure to provide proof of payment for launch fee services shall be subject to a fine pursuant to SCC 1.16 of the County ordinance.
NOW, THEREFORE, BE IT RESOLVED, by the Skamania County Board of Commissioners that Resolution 1999-56, Resolution 2002-16, Resolution 2003-10 and Resolution 2003-13 are hereby amended as follows:
Launch Fees for Wind River and Drano Lake
(Amended by Resolution 2002-16, 2003-10, and 2003-13)
Daily Launch Fee for Wind River or Drano Lake $ 3.00
Annual Pass Wind River and Drano Lake $55.00
Annual pass for Wind River boat launch for Skamania
County residents 70 years and older $25.00
There will be no Launch Fees for Yakima Indians with $ 0.00
tribal issued permits for the Yakima Indian Drano Lake
Special Fishery from the hour of 9:00 p.m. Tuesday through
12:00 p.m. the following Wednesday during the months of April and May 2003.
Recreational Vehicle Solid Waste Dump Site Fees

BE IT FURTHER RESOLVED, by the Skamania County Board of Commissioners that penalties for Resolution 1999-4556, 2002-16, 2003-10 and 2003-13 will be as outlined in Section 10.16 of the Skamania County Code. (Amended by Resolution 2003-13)
