RESOLUTION NO. 2003-31

 

In the matter of initiating a county road project designated as C.R.P. NO.   2003-04

 

BE IT RESOLVED by the Skamania County Board of Commissioners (Board) that the Hamilton Creek Stream Bed Channel, from Project Station 7+50 to Project Station 16+50 (see attached Plan and Profile Drawing), be improved as follows:

 

       Remove approximately 11,000 cubic yards of boulders, cobble, gravel and sand from the stream bed.  This stream is an intermittent stream that has filled with sediment to the point it is annually threatening to breach the banks constructed by the Corps of Engineers approximately 30 years ago during the relocation of the community of North Bonneville.  The threatened banks maintain Hamilton Creek in its present course while protecting a significant industrial area in Skamania County.

 

The stream has been assessed by a Professional Engineer/Fluvial Geomorphologist who has determined the stream needs to be approximately 18 feet deep (from top of berm), to successfully transport the sediment present today.  The proposed work is to create a channel, based on reference reach alignment, to carry the year-to-year sediment load.  Channel excavation will average approximately 6.5 feet deep, be 54 feet wide at bankfull flows with an approximately 30 foot bottom width.  The initial channel configuration will be trapezoidal.

 

The alternatives of re-enforcing the containing berms has been investigated and found to not be practicable.  The berms, originally approximately 20 feet wide at the top, have been eroded completely through is some areas.  Temporary emergency flood protection, in the form of raising the berms by end-dumping material along the face of the berm and on top of the remaining berm structure is meeting with limited success.

 

The intent is to create a channel that will move normal sediment loads through the system and that will help to contain large pulses of sediment for excavation during subsequent annual dry stream conditions.

 

The specific needs are to provide flood protection to real industrial improvements in the area while continuing to provide annual steelhead passage through this intermittently dry reach of Hamilton Creek

 

BE IT FURTHER RESOLVED that this project is hereby declared to be a public necessity and the county road engineer is hereby ordered and authorized to report and proceed thereon as by law provided. (RCW 36.75.050, 36.80.030, 36.80.070) (Optional References).

 

BE IT FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on the county engineer’s estimate is hereby made in the amounts and for the purposes as shown:

       This project is included in the officially adopted annual road program as Item No.      1, Miscellaneous Projects         .

           

       The project is hereby made a part of the officially adopted road program in accordance with RCW 6.81.130.

 

BE IT FURTHER RESOLVED that the Board has reviewed and hereby approves the attached maps, plans, and specifications.

       The construction of this project shall be accomplished by contract in accordance with RCW 36.77.020  et. seq. 

 

       The construction of this project shall be accomplished by contract in accordance with RCW 39.04.155. The Board directs and authorizes the Public Works Director to request quotes or bids from qualified contractors from the Small Works Roster.

 

       The construction is to be accomplished by county forces in accordance with RCW 36.77.065 and    WAC 136-18.
