The purpose of this policy is to provide the Skamania County Department of Public Works, and the citizens of Skamania County, a uniform and controlled system by which to dispose of excess fill material.
It shall be the policy of the Skamania County Department of Public Works to make available surplus roadway excavation for fill, to private landowners, at no charge, and at the sole discretion of Skamania County. This material can contain wood, glass, rocks, and other debris.
Skamania County does not warrant the use of this material for structural fills. Environmental licensing may be required and once placed on the property is the sole responsibility of the property owner.
Skamania County Department of Public Works will accept applications from all landowners for review and will then notify the landowner when there is material available. No material will be delivered to an applicant before land use certification is completed by the Skamania County Department of Public Works and the Skamania County Planning Department. Any additional permits or requirements will be the responsibility of the property owner.
The Department of Public Works shall administer all permit applications. The Permit Division Technician will forward all applications to the Planning Department for their review and approval. All permit applications that show the proposed use as a future building site shall be sent to the Building Department for their review and approval.
This material shall be for personal use and shall not be removed or sold from the property site after Public Works has placed it. Failure to comply with this will eliminate any further material from being placed on said property.
Public Works shall maintain the right to arbitrarily select sites that provide Skamania County with the least cost haul and disposal. The determination of least cost will be determined solely by Skamania County. Length of time a permit holder has waited for material shall have no effect on where the material is placed.

Request for Excess Materials
Permit Application
During periods of routine maintenance / construction, Skamania County often has excess material from ditching and other operations. Should you desire some of this material placed on your property at not cost to you, please fill in all requested information below.
Any necessary permits to receive this material shall be obtained by the property owner prior to receiving any material from Skamania County.
Materials may contain wood, glass, rocks and other debris. Skamania County does not have the resources to segregate it.
I hereby request that Skamania County place excess materials, as described above, on my property. I agree to hold Skamania County harmless for any damage that may occur during this operation. I certify that this material is for personal use and will not be sold, or transferred to any other landowner.
