Maintenance Guidelines for Winter Snow and Ice Activities
Winter maintenance guidelines have been developed to show all county residents what to expect during the winter months. These new guidelines place priorities, based on traffic volumes and public access, on public roads. This plan has been presented to and approved by the Skamania County Board of Commissioners.
One of the county’s largest budget expenditures occurs during our winter maintenance activities. Every dollar spent on snow and ice is a dollar that cannot be used to maintain and preserve the existing roadway structure for additional years of continued service.
To reduce costs in our winter maintenance program requires a designed plan that will cover our roads on a priority basis. The County’s average annual cost (last 3½ years) to maintain roads during snowfall events is about $265,500. Of this cost, $101,000 or 38% is the annual cost to sand roads. Escalating fuel costs will only increase these dollar amounts.
Therefore, winter services on some roads could be significantly impacted based on the severity of the event and/or the maintenance level of the road they reside.
A Maintenance Level (ML) classification is assigned to each public road in the county. The road classification is determined by a combination of traffic volumes, residential and public use including school bus routes, businesses and churches. ML will be reviewed annually as the road’s criteria could change which could raise or lower the level of service to your road.
The intent of the classifications is to provide a level of service that
Maintenance Levels are divided into five categories:
Maintenance Level 1 Defined
Maintain standards to the highest degree of consideration, to provide comfort and convenience to the driving public. Roads are paved and travel speeds are normally 35 M.P.H. or higher with A.D.T.’s, (Average Daily Traffic) of 100 and above.
Maintenance Level 1 Defined (cont)
Plow to maintain snow accumulations less than 6”. Provide sand at hills or intersections that have been identified as hazardous areas after snowfall has stopped. These roads will receive the highest priority.
Roads are paved and travel speeds are normally 25 M.P.H. with A.D.T.’s of less than 100. Normally, Collector and Local roads with over 25 residences, or a road that serves a functional need for public access, will fall into this level.
Plow to maintain snow accumulations less than 6”. Sanding will be done only at defined locations that are on established school bus routes during ice events if schools are running.
Maintenance Level 3 Defined *
Roads that have travel speeds normally over 20 M.P.H. with A.D.T.’s of less than 50. Normally, Local roads with less than 10 residences will fall into this level.
If a ML 3 Road is utilized by a school district as a bus route recognized by

Roads that provide for low speed traffic and volumes. Could include roadway widths that will not accommodate 2-lane travel, i.e., single lanes with turnouts.
Plow all ML 4 Roads after all other class of roads have been completed. Accumulations of snow can be expected to exceed 18”. These roads will not be plowed on a routine schedule and will not be plowed if there is not a need by residential traffic. Residents should plan for up to 7 days without service during extreme conditions.
Maintenance Level 5 Defined
No Winter Maintenance will be performed on a ML 5 Roads.
The application of sand will be greatly reduced on county roads. ML 1 Roads will maintain the same level of service as in prior years; ML 2 and 3 Roads will see reductions in coverage. Sanding will be performed only on roads that serve as a school bus route (if schools are open) or serve a public facility. ML 4 Roads will see no applications at all.
Each citizen should review the attached list of Skamania County Roads and their classifications. Some roads have multiple classifications, which are identified by mileposts on the road. Make sure you know what to expect during our winter storms.
Snow Berms and Mailboxes
The county receives numerous phone calls during snow events indicating that snow berms left by the plows do not allow access to the county road and not being able to get to your mailbox. It is the policy of
When snow events require heavy equipment (graders or loaders) to move the snow back off of the road, creates a very large and heavy berm. We will attempt to provide the service with additional heavy equipment to remove these berms. There may be a substantial time delay in getting to all of the driveways, as plowing is much faster than the berm removal process.
To prepare for the winter months be sure to have your vehicles mechanically ready. Having four-wheel drive or higher clearance vehicles will help on secondary roads; have tire chains or traction tires readily available. Planning ahead is important! Have food and medical supplies in your home to last up to one week. Be aware of weather reports to plan ahead for even longer periods of time if a major storm is in the forecast.
When clearing your driveway and snow berm, please pile the snow to the left side as you face your house, especially as you get closer to the road. This will prevent the plow blade from pushing the material you just shoveled, back into your driveway again. Throwing snow onto the road also creates obstructions in the roadway and can create hazards to other motorists. Please be considerate of other motorists and pedestrians. Parking your vehicles in your driveway and off of the road also helps in the progress of the snowplow operators to complete their routes quicker and more efficiently.
