ORDINANCE NO. 2006-13

 

Amendment to Skamania County Code Title 10

(Additions to Sections 10.08.065, 10.08.075, 10.08.100, and Section 10.16.011)

 

WHEREAS, Skamania County Code Chapter 10.08 establishes parking restrictions on certain roads, and Skamania County Code Chapter 10.16 establishes penalties for parking violations; and

 

WHEREAS, the Skamania County Engineer has determined that the existing descriptions of the above described sections should be changed to reflect public necessity, traffic safety, and pedestrian and bicycle safety; and

 

WHEREAS, the Skamania County Board of Commissioners finds that it is in the public’s interest to change the existing descriptions as recommended by the County Engineer; 

 

NOW, THEREFORE, BE IT HEREBY ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS that Skamania County Code Chapters 10.08 and 10.16 are hereby amended as follows:

 

10.08.065 Smith-Beckon Road.

 

    No parking is permitted on the right (east) side from M.P. 0.26 (intersection with Hot Springs Avenue) to M.P. 0.395 during ball games at the ball fields of Wind River Middle School.

 

10.08.075 Washougal River Road.

 

A.     No parking is permitted on Washougal River Road at any time on the right (south) side from M.P. 9.484 (intersection with Malfait Tracts Road) to M.P. 9.871 (intersection with Canyon Creek Road).

B.     No parking is permitted on Washougal River Road at any time on the left (north) side from M.P. 10.079 (southeast corner of Roger Malfait Community Park) to M.P. 10.376 (intersection with Skye Road).

 

10.08.100 Metzger Road.

 

A.     No parking is permitted on Metzger Road during the hours of darkness from M.P. 0.00 to M.P. 0.90.  (Ord. 2003-01 (part); Ord. 1982-02 (part))

B.     No parking is permitted on Metzger Road at any time on the left (south and west) side from M.P. 1.241 (southern intersection with Wind River Road) to M.P. 1.524 (intersection with Noble Fir Drive). 

C.     No parking is permitted on Metzger Road at any time on the right (east) side from M.P. 1.524 (intersection with Noble Fir Drive) to M.P. 2.080 (northern intersection with Wind River Road).

 

10.16.011 Violation---Parking---Penalty.

 

In addition to the penalty provided for in Section 10.16.010, when any police officer finds a vehicle parked in violation of any of the provisions of Sections 10.80.020, 10.08.030, 10.08.040, 10.08.050, 10.08.060, 10.08.065, 10.08.070, 10.08.075, 10.08.080, 10.08.090, 10.08.100, 10.08.110 or 10.08.120, such officer is authorized to provide for the removal of such vehicle to a place of safety or require the driver or other person in charge of the vehicle to move the same, to a position off of the restricted area as indicated by Sections 10.80.020, 10.08.030, 10.08.040, 10.08.050, 10.08.060, 10.08.065, 10.08.070, 10.08.075, 10.08.080, 10.08.090, 10.08.100, 10.08.110 or 10.08.120 for the purpose of this section.  A place of safety may include the business location of a towing service, and the registered owner of the vehicle in violation will be responsible for all costs involved in the towing service.  (Ord.1982-02 (part))
