BOARD OF SKAMANIA COUNTY COMMISSIONERS

Meeting for Week of November 22, 2004

 

The meeting was called to order at 10:00 a.m. Monday, November 22, 2004 at the Commissioner’s Meeting Room, 240 NW Vancouver Avenue in Stevenson, with Commissioners McKee, Quinn and Talent present, opening with the Pledge of Allegiance.

 

Tod LeFevre, Assistant County Engineer, reported on road maintenance activities, continuing installation of Win Cams software, a recent community meeting regarding the Underwood Transfer Site, guardrail replacement project on Butler Eddy Bridge, Wind River Nursery water project, proposed 2005 Metzger Road project, process to increase mining permits at Blue Lake Rock Pit, and short plat review.

 

Commissioner Talent moved, seconded by Commissioner Quinn and motion carried to acknowledge receipt of the 2004 Small Works Contract Completion Roster.

 

Rick Jessel, Counseling Center Director, gave an update on mental health, substance abuse, and developmental disabilities programs.

 

Commissioner Quinn moved, seconded by Commissioner Talent and motion carried to approve the Consent Agenda, as follows:

A.                 Minutes of November 15, 2004.

B.                 Resolution 2004-46 setting a public hearing for December 13, 2004 at 1:30 PM to consider setting 2005 Current Expense & County Road Property Tax Levies and adoption of the 2005 Budget.  

C.                 Set public for 1:30 PM Monday, December 6, 2004 to discuss various elements of the Lewis River Settlement Agreement with PacifiCorp and Cowlitz PUD & to receive input from interested parties.

D.                 Acknowledge receipt of letters received on November 18, 2004 regarding the West End Community Comprehensive Subarea Plan from Kenneth Bajema & Dale Bajema; and John Granholm; Steven Klopman-Baerselman; Robyn Klopman; Greg Knutsen; Kelly Knutsen; Harvey Erickson & Sharidy Nelson; Daniel Cates; Daryel Schorr; Matt Califf; Ray & Martha Gappmayer; Harvey Erickson, R. Robert Burns, Gerald Harteloo, Starla Ryan.

 

Commissioner Quinn moved, seconded by Commissioner Talent and motion carried to approve Resolution 2004-47, authorizing payment of expenses incurred by Commissioners-Elect at Washington State Association of Counties New Officials Orientation in Olympia on December 7-9, 2004.

 

Commissioner Quinn moved, seconded by Commissioner Talent and motion carried to approve contract amendment #3 with the USDA Department of Agriculture to extend the term for the Wind River Nursery project.

 

Commissioner Quinn moved, seconded by Commissioner Talent and motion carried to approve an amendment to the Purchase and Sale Agreement with John Crumpacker for tax parcel 02-07-02-0-0-3100 located on Rock Creek Drive, for an additional 120 days for closing the sale to allow sufficient time to obtain necessary approvals from other agencies to construct handicapped assessable apartments; and a Notice of Satisfaction of Physical and Environmental Inspection Contingencies.

 

The Board discussed a replacement for the Fairgrounds Supervisor position with Buildings and Grounds Director Tony Estey, Community Events and Recreation Director Scott Pineo, and Fair Board Chair Paul Pearce.  Following discussion, which included the need for more planning and scheduling of projects, Commissioner Talent moved, seconded by Commissioner Quinn and motion carried to direct the Buildings and Grounds Department to advertise for a 75% position with the existing job description and to set up an interview committee.

 

Commissioner Quinn moved, seconded by Commissioner Talent and motion carried to authorize the Chair to write letters to U.S. Congress supporting funding for a State and Tribal Assistance Grant for funding for the Carson Water System Improvement Project.

 

The meeting recessed at 12:00 p.m. Monday, November 22, 2004 and reconvened at 1:35 p.m. the same date, with Commissioners McKee, Quinn and Talent present.

 

The Board discussed the West End Community Comprehensive Subarea Plan with Karen Witherspoon, Planning and Community Development Director.

                       

Commissioner Talent moved, seconded by Commissioner Quinn and motion carried to acknowledge receipt of letters received after the written comment deadline, that will not be considered, regarding the West End Community Comprehensive Subarea Plan from Wil Noisi and Jim Hutchison; Cyndi Soliz-Smith; David Cavanagh; and Mildred Richards. 

 

The meeting recessed at 3:00 p.m. Monday, November 22, 2004 and reconvened at 7:00 p.m. the same date, with Commissioners McKee, Quinn and Talent present.

 

A public hearing was held at Canyon Creek Middle School, 9731 Washougal River Road, continued from November 15, 2005, for deliberations by the Board of County Commissioners for adoption of the West End Community Comprehensive Subarea Plan and associated Plan Maps, as amended and recommended by the Planning Commission.  Karen Witherspoon, Planning and Community Development Director, gave a summary of written and oral comments received and explained changes to the Plan map on an overlay of the Planning Commission’s map, based on the comments received.

 

Commissioner Quinn moved, seconded by Commissioner Talent and motion carried unanimously to approve the Planning Commission’s base map, as modified by changes reflected on the overlay, based on written and oral comments received.

 

Ms. Witherspoon gave a summary of written and oral text change comments.  Motions and changes were made as follows:

§         Commissioner Talent moved, seconded by Commissioner Quinn and motion carried unanimously that the text for Cottage Occupation remain the same.

§         Commissioner Talent moved, seconded by Commissioner Quinn and motion carried unanimously to include the use of rock in Commercial Resource Lands 40 and Forest Lands 20 designations under Item m.

§         Commissioner Quinn moved, seconded by Commissioner Talent and motion carried unanimously to allow existing mineral extraction to continue or expand by a condition use permit in the Rural Lands designations under Item r.

§         Commissioner Quinn moved, seconded by Commissioner Talent and motion carried unanimously to allow church camps, scouts camps and youth camps to continue and to expand in the Rural Lands 2 designation

§         Commissioner Quinn moved, seconded by Commissioner Talent and motion carried unanimously to include language in the Neighborhood Commercial designation to allow single family residences and other items as shown on the blue handout.

§         Commissioner Quinn moved, seconded by Commissioner Talent and motion carried unanimously to make no changes to the Vision and Mission Statement.

§         Commissioner Talent moved, seconded by Commissioner Quinn and motion carried unanimously to add the following sentence to the third paragraph of General Goal 8 to read “Skamania County recognizes the need for public transportation and encourages further development of the service.”

§         Pages 40, 41, 42 and 43 will be replaced to reflect the Plan map as adopted.

§         A new page 47 will be included to include a map showing the 5 Corners Neighborhood Commercial area.

 

Commissioner Quinn moved, seconded by Commissioner Talent and motion carried unanimously to approve Resolution 2004-42, adopting, endorsing and certifying the West End Community Comprehensive Subarea Plan and Associated Plan Maps.

 

Commissioner Quinn moved, seconded by Commissioner Talent and motion carried unanimously to approve Ordinance 2004-05, repealing the moratorium on acceptance of rezone applications within the West End and approving Title 21 – Zoning, Chapter 21.67 – West End Interim Zoning.

 

The meeting recessed at 8:30 p.m. Monday, November 22, 2004 and reconvened at 10:00 a.m. Tuesday, November 23, 2004, with Commissioners McKee, Quinn and Talent present.

 

Dan Wallenmeyer, Noxious Weed Coordinator reported on enforcement of weed control, attendance at a state weed conference, and the Title II Noxious Weed Control program.

 

Brad Uhlig, Solid Waste Supervisor, advised that the current staffing for the Solid Waste Division is short two part-time regular positions.  He advised of advertising for the first vacancy and of scheduling interviews.  He requested to hire a second laborer from the current pool of applications received.  Commissioner Quinn moved, seconded by Commissioner Talent and motion carried to approve filling the vacancy for the second part-time regular Solid Waste Laborer position from the current application pool.

 

Commissioner Talent moved, seconded by Commissioner Quinn and motion carried to acknowledge the recommendation of the Health Insurance Committee to retain Regence Blue Cross/Blue Shield of Oregon.

 

The meeting recessed at 10:45 a.m. Tuesday, November 23, 2004 and reconvened at 11:00 a.m. the same date, with Commissioners McKee, Quinn and Talent present.

 

Jim Shank, Department of Natural Resources, presented a quarterly report on the projection of income from state forest board lands in Skamania County.

 

The meeting recessed at 11:50 a.m. Tuesday, November 23, 2004 and reconvened at 1:50 p.m. the same date, with Commissioners McKee, Quinn and Talent present.

 

The Board participated in a staff workshop to discuss equipment, rental and revolving fund radio billings. 

Commissioner Quinn moved, seconded by Commissioner Talent and motion carried to use state excise tax to pay for infrastructure costs for the fire and medical frequency, with each agency being billed for their share of the costs.

 

Harvey Erickson met with the Board to discuss the West End Community Comprehensive Subarea Plan.

 

The meeting recessed at 3:25 p.m. Tuesday, November 23, 2004 and reconvened at 7:00 p.m. the same date, with Commissioners McKee, Quinn and Talent present.

 

A public hearing was held at the PUD meeting room in Carson to consider adoption of the Carson Stormwater Facilities and Flood Hazard Management Plan.  Tod LeFevre, Assistant County Engineer, gave a presentation of the Plan and advised that the goal was to develop a comprehensive stormwater facilities plan that protects the health, safety, and welfare of the residents of Carson by improving and controlling stormwater drainage, limiting property damage by reducing flooding and controlling landslides, and improving water quality and fish habitat in the Wind River.  Steve Chambers advised that other alternatives need to be looked at for diverting runoff from the northwest Carson area other than the east-west swale.   Commissioner Quinn moved, seconded by Commissioner Talent and motion carried to approve the Carson Stormwater Facilities and Flood Hazard Management Plan as presented.
