BOARD OF SKAMANIA COUNTY COMMISSIONERS
Meeting for Week of September 20, 2004
The meeting was called to order at 10:00 a.m. Monday, September 20, 2004 at the Commissioner’s Meeting Room, 240 NW Vancouver Avenue in Stevenson, with Commissioners McKee and Quinn, opening with the Pledge of Allegiance. Commissioner Talent was attending a Retired Public Employees Council meeting in Olympia.
Tod LeFevre, Assistant County Engineer, reported on Road Division activities, Drano Lake project, Wind River overlay project, upcoming ER&R surplus sale, gave updates on the Washougal River Hatchery Bridge and Home Valley Park Bridge, Wind River Nursery water project, Metzger Road project, Wind River Old Man Pass project and advised of working with the Planning Department to change to Black Bear Building Permit software system.
Commissioner Quinn moved, seconded by Commissioner McKee and motion carried to approve the Consent Agenda as follows:
A. Minutes of September 13, 2004.
B. Equipment, Rental and Revolving Fund Surplus Sale, set deadline to receive bids for 4 PM Friday, October 1, set date to open bids for 10 AM Monday, October 4, 2004.
C. Set public hearing for 1:30 PM Monday, October 11, 2004 to consider Douglas and Brenda Fredrickson appeal to applied conditions to Fredrickson Short Plat up upgrade St. Helen’s Drive (private) to comply with Private Road Standards.
D. Liquor license renewals for Skamania General Store, Home Valley Grocery, and Washougal River Mercantile.
E. Acknowledge receipt of letter from Bradley Andersen, Attorney for George and Gloria DeGroote, regarding Waters/Cameron Annexation.
Commissioner Quinn moved, seconded by Commissioner McKee and motion carried to acknowledge a letter from Public Works regarding the Waters/Cameron Annexation.
Commissioner Quinn moved, seconded by Commissioner McKee and motion carried to approve a contract with Christopher R. Lanz to provide legal services for Skamania County Court Appointed Special Advocate Program.
Commissioner Quinn moved, seconded by Commissioner McKee and motion carried to approve contract amendment #3 with the Department of Transportation to receive increased funding for elderly and disabled group transportation provided by Senior Services.
Commissioner Quinn moved, seconded by Commissioner McKee and motion carried to approve a contract with Acroft Coachworks, Inc. for the purchase of one wheelchair accessible minibus for Senior Services.
Commissioner Quinn moved, seconded by Commissioner McKee and motion carried to approve contract amendment A with the Military Department to receive increased funding for reimbursable Wireline Enhanced 911 operation costs.
Commissioner Quinn moved, seconded by Commissioner McKee and motion carried to approve contract Amendment A with the Military Department to receive increased funding for reimbursable Wireless Enhanced 911 operation costs.
Commissioner Quinn moved, seconded by Commissioner McKee and motion carried to approve a request from the Auditor to retain a summer college hire as a part-time employee through December 31, 2004 to compile documents for mass scanning for the Clerk and Auditor offices.

Commissioner Quinn moved, seconded by Commissioner McKee and motion carried to approve a Proclamation, declaring the month of October 2004 as Domestic Violence Awareness and Prevention Month in Skamania County.
The meeting recessed at 12:05 p.m. Monday, September 20, 2004 and reconvened at 3:45 p.m. the same date, with Commissioners McKee and Quinn present.
District Court Judge Ron Reynier addressed the Board with an unbudgeted overtime issue, advised of a series of events leading to the overtime, and of measures to reduce expenditures to offset the District Court budget. He will present a plan to the Board for long-term solutions to the increased workload in District Court.
The meeting recessed at 4:55 p.m. Monday, September 20, 2004 and reconvened at 10:00 a.m. Tuesday, September 21, 2004, with Commissioners McKee and Quinn present.
Scott Pineo, Community Events and Recreation Director, gave updates on recreation programs, Teen Adventure Program, Fairgrounds activities, swim center activities, Rock Creek Center activities, County parks activities and the Exhibit Hall feasibility study.
Karen Witherspoon, Planning and Community Development Director, gave an update on the public hearing process for the West End Community Comprehensive Plan and presented summary tables and analysis to be given to the Planning Commission to assist in their decision making process. Other discussion included an update on the revised Management Plan, working with Public Works to change to Black Bear Building Permit software system, and a potential project for 2005 to control Eurasian watermilfoil in Drano Lake.

The Board participated in a workshop to discuss the budget, with no action taken.
The meeting recessed at 3:40 p.m. Tuesday, September 21, 2004 and reconvened at 10:00 a.m. Thursday, September 23, 2004, with Commissioners McKee, Quinn and Talent present.
Ole Helgerson, WSU Cooperative Extension Agent, reported on the 4-H Program, Forest Youth Success Program, forestry activities, gardening and pest management, introduced Jeremy Boyer as the new Wildfire Coordinator and gave an update on the Firewise Project.
Larry Mulcihy, Safety Committee Chair, reported on accidents and incidents. Commissioner Quinn moved, seconded by Commissioner Talent and motion carried to concur with the assessments and recommendations of the Safety Committee.
The Board advised that at approximately 11:00 a.m. they would be going on a site visit with Public Works to St. Helens Road (private), located off of Forest Service 90 Road north of Swift Creek Reservoir.

The Board participated in a staff workshop to discuss the Market Study on salaries, with no action taken.
