BOARD OF SKAMANIA COUNTY COMMISSIONERS

Meeting for Week of September 13, 2004

 

 

The meeting was called to order at 10:00 a.m. Monday, September 13, 2004 at the Commissioner’s Meeting Room, 240 NW Vancouver Avenue in Stevenson, with Commissioners McKee and Talent present, opening with the Pledge of Allegiance.  Commissioner Quinn was on vacation.

 

Brent Holman, Public Works Director/County Engineer, advised of reviewing an annexation proposal, gave updates on the Hatchery Bridge on the Washougal River Road, Wind River Nursery water system plan, upcoming surplus vehicle sale, upcoming presentation on Wind River Board Ramp proposal to the Interagency Advisory Committee for Outdoor Recreation, Drano Lake project, and a request from the Port for material for Stevenson Boat Ramp.

 

Darlene Dickson, Senior Services Director, advised of a 50 cent per hour wage increase approved by the State for in-home personal care aides.   Commissioner Talent moved, seconded by Commissioner McKee and motion carried to approve a 50 cent per hour wage increase for Senior Services In-Home Personal Care Aides.  Ms. Dickson advised of ongoing repairs to both transit buses.  She requested approval to seek permission from the Department of Transportation to temporarily use the new senior bus that will arrive by the end of the year as the transit bus until the old transit bus can be replaced with the next biennium funds.  The County would also need to agree to contribute $12,000 as a match for a new transit bus, in which $4,800 could come from fares leaving $7,200 needed from the County in the 2005 budget.  The Board advised they would discuss this request at a staff workshop prior to making a decision.

 

Commissioner Talent moved, seconded by Commissioner McKee and motion carried to approve the Consent Agenda as follows:

§         Minutes for week of September 6, 2004.

§         Set public hearing for 1:30 PM September 27, 2004 to consider an appeal from Dennis and Carol Lloyd regarding applied conditions to the Deer Meadow Retreat Short Plat to upgrade Griffing Road (private) to comply with Skamania County Private Road Standards.

 

Commissioner Talent moved, seconded by Commissioner McKee and motion carried to approve a contract with Technical Imaging Systems, Inc for mass scanning of archival files for Clerk’s Office.

 

Commissioner Talent moved, seconded by Commissioner McKee and motion carried to approve an exceptional qualification for Deputy Sheriff David Garcia at Range B of Step 17, effective August 1, 2004, as recommended by the Personnel Committee.

 

The meeting recessed at 10:50 a.m. Monday, September 13, 2004 and reconvened at 1:30 p.m. the same date, with Commissioners McKee and Talent present.

 

A public hearing was held to consider an application from Michael Green Construction, Inc., agent for Paul and Sharon Freiwald, for a Shoreline Substantial Development Permit to stabilize 51 linear feet of the east bank of the Washougal River to prevent further erosion of the property at 91 Sportsman’s Road, tax lot #01-05-06-1-0-0500-00, and to protect their home from damage that may occur due to continued bank erosion.  Commissioner Talent moved, seconded by Commissioner McKee and motion carried to approve the Shoreline Substantial Development Permit with six conditions, as recommended in the staff report presented by Charly Boyd, Shoreline Planner.

 

The meeting recessed at 1:45 p.m. Monday, September 13, 2004 and reconvened at 10:20 a.m. Tuesday, September 14, 2004, with Commissioners McKee and Talent present.

 

Commissioner Talent moved, seconded by Commissioner McKee and motion carried to acknowledge receipt of a letter from the City of Stevenson regarding a citizen complaint about the noise level from the generator on the south side of the Sheriff’s Office.

 

Commissioner Talent moved, seconded by Commissioner McKee and motion carried to acknowledge receipt of a letter from Richard Potter, Commander of American Legion Post 122, requesting a letter from the Planning Department stating the validity of their conditional use permit.

 

Commissioner Talent moved, seconded by Commissioner McKee and motion carried to approve a contract with Lakeside Industries for the Wind River Road Grind and Overlay Project.

 

The meeting recessed at 10:30 a.m. Tuesday, September 14, 2004 and reconvened at 2:35 p.m. the same date, with Commissioners McKee and Talent present.

 

Receipt was acknowledged of a Claim for Damages from Rebecca Ritter.

 

The Board participated in a workshop to discuss the budget and personnel issues, with no action taken.

 

The meeting recessed at 5:00 p.m. Tuesday, September 14, 2004 and reconvened at 9:40 a.m. Thursday, September 16, 2004, with Commissioners McKee and Talent present.

 

The Board met in executive session from 9:40 a.m. until 10:00 a.m. regarding personnel, with no action taken.

 

Commissioner Talent moved, Commissioner McKee seconded and motion carried to approve vouchers for the period ending September 16, 2004 in the amount of $170,729.07.

 

Walt Loehrke, Columbia River Gorge Commission (CRGC) member, reported on the CRGC workshop retreat for goal setting and effectiveness training on September 10 and 11, 2004.  Other discussion included the need to allow County Planner comments during CRGC meetings and hearings, Management Plan revision litigation, and boundary line adjustments.

 

The meeting recessed at 11:10 a.m. Thursday, September 16, 2004 and reconvened at 1:35 p.m. the same date, with Commissioners McKee and Talent present.

 

Commissioner Talent moved, Commissioner McKee seconded and motion carried to approve a 60-day extension to the purchase and sale agreement with John Crumpacker, contingent upon signed documentation of the extension by both parties, to allow sufficient time to resolve environmental issues and to work through the conditional use permit process with the City of Stevenson.
