BOARD OF SKAMANIA COUNTY COMMISSIONERS
Meeting for Week of August 9, 2004
Commissioners McKee and Quinn met in executive session from 9:10 a.m. until 9:40 a.m. regarding personnel, with no action taken.
The meeting was called to order at 10:00 a.m. Monday, August 9, 2004 at the Commissioner’s Meeting Room, 240 NW Vancouver Avenue in Stevenson, with Commissioners McKee and Quinn present, opening with the Pledge of Allegiance. Commissioner Talent was attending a Retired Public Employees Council meeting in Olympia.
Brent Holman, Public Works Director/County Engineer, gave updates on submittals for the Rural Arterial Program, upcoming consultant interviews for Northwestern Lake Bridge study, an upcoming meeting regarding Rock Creek Bridge and Home Valley Bridge, Drano Lake project, proposed shor plats in Swift Creek Reservoir area, and Road Division maintenance projects.
Commissioner Quinn moved, seconded by Commissioner McKee and motion carried to approve the Consent Agenda as follows:
A. Minutes for week of August 2, 2004.
B. Acknowledge request from Michael Fortin for a variance to Private Road Standards for Two River Drive (Private), set public hearing at 10:30 AM Thursday, August 26, 2004.
C. Acknowledge submission of grant application to Dept. of Community, Trade & Economic Development Office of Crime Victims Advocacy for renewal of funding for the STOP Formula Program.
Commissioner Quinn moved, Commissioner McKee seconded and motion carried to approve a contract with Brian Bea, PA-C, to provide jail inmate medical services.
The Board discussed the Planning Department’s comments and summary of recommendations sent to the Lower Columbia Fish Recovery Board and Northwest Power and Conservation Council regarding the Lower Columbia Salmon and Steelhead Recovery and Subbasin Plan. Commissioner Quinn moved, Commissioner McKee seconded and motion carried to support the Planning Department’s letter to the Lower Columbia Fish Recovery Board and Northwest Power and Conservation Council.
Commissioner Quinn moved, Commissioner McKee seconded and motion carried to ratify the signing of a letter to the State Auditor’s Office regarding County financial statements.
Commissioner Quinn moved, Commissioner McKee seconded and motion carried to approve payroll for the period ending July 31, 2004 in the amount of $959,838.38.
The meeting recessed at 10:45 a.m. Monday, August 9, 2004 and reconvened at 1:30 p.m. the same date, with Commissioners McKee and Quinn present.
A public hearing was held to consider vacating an unused portion of Aalvik Road right of way from milepost 0.00 to 0.035. Rich Lang, County Surveyor, presented the Engineer’s Report and explained that, following completion of the realignment of the intersection of Ryan-Allen Road and Aalvik Road, a portion of the old right of way falls beyond the limits of usable right of way and should be vacated and revert back to the original owner. Commissioner Quinn moved, Commissioner McKee seconded and motion carried to approve the vacation of an unused portion of Aalvik Road right of way from milepost 0.00 to 0.035.
Commissioner Quinn moved, Commissioner McKee seconded and motion carried to approve contract amendment #1 with Kennedy/Jenks Consultants to amend the scope of work, increase funding, and extend the term to conduct a water system feasibility study for the Wind River Nursery.
The meeting recessed at 1:50 p.m. Monday, August 9, 2004 and reconvened at 10:00 a.m. Thursday, August 12, 2004, with Commissioners McKee and Quinn present.
Commissioner Quinn moved, Commissioner McKee seconded and motion carried to approve vouchers for the period ending August 11, 2004 in the amount of $87,591.79.
The Board discussed the Columbia River Gorge Commission meeting of August 10, 2004. Issues discussed included the draft Gorge National Wildlife Refuges Conservation Plan, approval of the Revisions to the Management Plan by the Secretary of Agriculture, and next steps in implementation of the Management Plan revisions.
The meeting recessed at 10:45 a.m. Thursday, August 12, 2004 and reconvened at 11:00 a.m. the same date, with Commissioners McKee and Quinn present.
Jay Weber, Executive Director for Washington State County Road Administration Board, presented the Washington State Rural County Engineer of the Year Award for 2003 to Brent Holman, Skamania County Engineer.
The meeting adjourned at 11:30 a.m. Thursday, August 3, 2004.
