BOARD OF SKAMANIA COUNTY COMMISSIONERS

Meeting for Week of August 2, 2004

 

The meeting was called to order at 10:00 a.m. Monday, August 2, 2004 at the Commissioner’s Meeting Room, 240 NW Vancouver Avenue in Stevenson, with Commissioners Quinn and Talent present, opening with the Pledge of Allegiance. 

 

Brent Holman, Public Works Director/County Engineer, gave an update on Burlington Northern Railroad track grinding, Drano Lake project, bridge inspections, completion of jersey barrier installation on Wind River Road, recent meeting regarding the Corps of Engineers permitting process, and Road Division maintenance activities.

 

Terry Blaisdell, Central Services Computer Technician, advised of completion of the TerraScan hardware and software program for the Assessor and Treasurer Offices and training for Treasurer’s staff, gave an update on the Outlook email program, advised of the need to designate backup for the Central Services Department, and the need to develop a data operations manual.

 

Commissioner Talent moved, seconded by Commissioner Quinn and motion carried to approve the Consent Agenda as follows:

A.                 Minutes for week of July 26, 2004.

B.                 Call for bids for Wind River Road Grind & Overlay Project, set deadline to receive bids for 4:00 PM Friday, August 27, 2004 and set date to open bids for 10:00 AM Monday, August 30, 2004.

C.                 Acknowledge shoreline application from Paul & Sharon Freiwald, set for public hearing at 1:30 PM Monday, September 13, 2004.

D.                 Set public meeting for 11:00 AM Tuesday, September 28, 2004 to consider Title III projects for 2005.

 

Commissioner Talent moved, Commissioner Quinn seconded and motion carried to approve contract amendment #1 with Stevenson-Carson School District 303 to include language requiring criminal history checks for all individuals in supervisory positions with minors.

 

Commissioner Talent moved, Commissioner Quinn seconded and motion carried to authorize Debra Van Camp and Mary Ann Duncan-Cole as designees to determine the direction of funds for the City/County Cable TV Board Fund until such time as the Interlocal Agreement has been modified and the City/County Cable TV Board appoints someone by letter dated after this date.

 

Jim Shank, Department of Natural Resources, presented a quarterly report on the projection of income from state forest board lands in Skamania County.

 

The meeting recessed at 11:40 a.m. Monday, August 2, 2004 and reconvened at 9:10 a.m. Tuesday, August 3, 2004, with Commissioners Quinn and Talent present.

 

The Board participated in a staff workshop to discuss the Underwood Transfer Facility, PUD Privilege Tax, 2005 Preliminary Budget, and unauthorized animals at Wind River Nursery rentals, with no action taken.

 

Karen Witherspoon, Planning and Community Development Director, advised of an upcoming Planning Commission workshop to review the West End Community Comprehensive Subarea Plan and upcoming Columbia River Gorge Commission meeting.

 

Charly Boyd, Watershed/Shorelines Planner, reported on various water and fish related meetings.

 

The Board reviewed and discussed the Planning Department’s comments and summary of recommendations to the Lower Columbia Fish Recovery Board and Northwest Power and Conservation Council regarding the Lower Columbia Salmon and Steelhead Recovery and Subbasin Plan.

 

Commissioner Talent moved, Commissioner Quinn seconded and motion carried to set a public hearing at 7:00 p.m., Monday, August 23, 2004 at Canyon Creek Middle School to consider Ordinance 2004-04, extending the moratorium for an additional six-months on the acceptance of rezone applications for any parcel located within the west end of Skamania County.

 

The meeting recessed at 11:15 a.m. Tuesday, August 3, 2004 and reconvened at 10:00 a.m. Thursday, August 5, 2004, with Commissioners Quinn and Talent present.

 

Commissioner Quinn moved, Commissioner Talent seconded and motion carried to approve vouchers for the period ending August 4, 2004 in the amount of $162,226.27.

 

Commissioner Talent moved, Commissioner Quinn seconded and motion carried to acknowledge receipt of a letter from Cliff Nutting and five petitions from West End residents requesting that the West End Community Comprehensive Subarea Plan not be adopted.

 

The Board discussed the need for designated backup for the Central Services Department, Eden Financial System Program, and budgets with the Auditor, with no action taken.

 

The meeting adjourned at 10:45 a.m. Thursday, August 5, 2004.
