BOARD OF SKAMANIA COUNTY COMMISSIONERS
Meeting for Week of June 21, 2004
The meeting was called to order at 10:00 a.m. Monday, June 21, 2004, with all Commissioners present, opening with the Pledge of Allegiance.
Mary Repar requested the Skamania County Swimming Pool be kept open to the public on Saturdays. She was advised this issue would be reviewed and discussed with Scott Pineo, Community Events and Recreation Director.
Brent Holman, Public Works Director/County Engineer, advised that six out of twenty-six county bridge inspections have been completed so far. County representatives met with the Forest Service and Federal Highways on the Wind River Road, Paradise to Old Man Pass project. Current road department projects include leveling of the road surface on Fanning Hill Slide area, culvert work on Duncan Creek Road, and Spring Road striping by Clark County. At Drano Lake curbs and a sidewalk are being installed, paving will start in about two weeks, and rest room installation is scheduled. For Wind River Boat Launch project, the Grant Agency provided project feedback and a preliminary presentation is being developed for Phase I funding. Initial feed back from last week’s review by the Grant Agency indicated there is a good chance to obtain Phase 1 funding.
Consent Agenda items were approved as follows:
A. Minutes of June 14, 2004.
An agreement was approved with Michael R. Dudley to organize and direct a youth tennis club.
An agreement was approved with Chris Holzer to provide youth guitar lessons.
An interlocal agreement with the City of Washougal for Skamania County to provide jail services for the City of Washougal was postponed for review from the Sheriff’s office.
The meeting recessed at 10:40 a.m. Monday, June 21, 2004 and reconvened at 10:45 a.m. the same date, with all Commissioners present.
After discussion and clarification from Sheriff Dave Brown, an interlocal agreement was approved with the City of Washougal and Skamania County Sheriff to provide jail services for the City of Washougal with the following amendment to Article VII, Section 3: “any portion of the first or subsequent incarceration days shall be billed as a full day.”
The meeting recessed at 11:30 a.m. Monday, June 21, 2004 and reconvened at 1:30 p.m. the same date, with all Commissioners present to participate in a Public Health workshop to discuss provision for public health services for Skamania County for 2005.
The meeting recessed at 3:00 p.m. Monday, June 21, 2004 and reconvened at 9:00 a.m. on Tuesday, June 22, 2004, with all Commissioners present.
The Board participated in a staff workshop to discuss market study, with no action taken.
The meeting recessed at 10:05 a.m. Tuesday, June 22, 2004 and reconvened at 1:30 p.m. the same date, with Commissioners McKee and Talent present.
Vouchers for the period ending June 21, 2004 were approved in the amount of $ 89,224.92.
The meeting adjourned at 1:45 p.m. Tuesday, June 22, 2004.
