BOARD OF SKAMANIA COUNTY COMMISSIONERS
Meeting for Week of May 31, 2004
The meeting was called to order at 10:00 a.m. Tuesday, June 1, 2004, with all Commissioners present, opening with the Pledge of Allegiance. No meeting was held on Monday, May 31, 2004 in observance of Memorial Day.
Brent Holman, Public Works Director/County Engineer, advised of completion of the Carson Frontage Road project and submission of a grant application for a School Sidewalk Proposal for Metzger Road, and gave updates on the Wind River Nursery water project, annual chip seal program, Drano Lake project, and Schoolhouse Creek fish enhancement project.
Tony Estey, Buildings and Grounds Director, reported on maintenance of various facilities and grounds for the months of April and May 2004 and gave a report on animal control calls.
Consent Agenda items were approved as follows:
§ Minutes of May 24, 2004.
§ Acknowledge receipt of appraisal report for County owned property located at Rock Creek Drive and Foster Creek Road.
An agreement was approved with Spokane County for the purchase of a used 22-foot Alamar Jet Boat and Loader Trailer from Spokane County Sheriff’s Marine Unit.
A Hold Harmless Agreement was approved for Skamania County Fair Parade on State Road 14 on August 14, 2004.
A lease agreement was approved with the United States Postal Service for lease of office space for Underwood Post Office.
Resolution 2004-25 was approved, authorizing the execution of a lease agreement with the United States Postal Service for lease of office space for Underwood Post Office.
§ Exceptional qualification for Michael Hepner for Sheriff Road Deputy position.
§ Senior Services In-Home Supervisor revised classification description.
§ WSU Extension Wildfire Surveyor new classification description.
§ Civil Service Administrative Assistant/Chief Examiner/Secretary new classification description.
A letter was approved to Washington State Department of Transportation, which will be attached to an application for grant funding for a School Sidewalk Proposal, endorsing a pathway in Carson that would connect all the developed areas of Carson to the Schools.
The Board discussed interview questions for Fire District #4 Commissioner interviews scheduled for June 2, 2004.
The meeting recessed at 11:20 a.m. Tuesday, June 1, 2004 and reconvened at 1:30 p.m. the same date, with all Commissioners present.
The Board briefly discussed a request from Pamela Maze to hold weekly silent vigils on the Courthouse lawn. Because Pamela Maze was not present to address questions, no action was taken.
Receipt was acknowledged of a petition from residents of the West End supporting the appointment of Dennis Gogolski for Fire District #4 Commissioner.
The meeting recessed at 1:50 p.m. Tuesday, June 1, 2004 and reconvened at 9:00 a.m. Wednesday, June 2, 2004, with all Commissioners present.
The Board interviewed the following applicants for Fire District #4 Commissioner position: Fern Stephens, Dennis Gogolski, Lloyd Pickett, Timothy Young, Dale Hammrich, and Sharon Ensley.
The Board met in executive session from 12:00 p.m. until 12:35 p.m. regarding personnel, with no action taken.
The meeting recessed at 12:35 p.m. Wednesday, June 2, 2004 and reconvened at 9:40 a.m. Thursday, June 3, 2004, with all Commissioners present.
The Board met in executive session from 9:40 a.m. until 10:00 a.m. regarding personnel, with no action taken.
Vouchers for the period ending June 3, 2004 were approved in the amount of $105,256.16.
Motion was approved unanimously to appoint Timothy Young as Commissioner for Fire District #4, position #1, to fill one of the two vacant positions.
Karen Witherspoon, Planning and Community Development Director, reported on the West End Community meetings, upcoming Columbia River Gorge Commission meeting, and the Water Resource Inventory Area (WRIA) 29.
Commissioner McKee advised of a meeting to be held on June 16, 2004 at the Forest Service Training Center in Stabler, WA regarding a project to improve the Wind River Road from Paradise Creek Campground to Old Man Pass proposed by the Forest Highway Program. The Board advised they would be attending this meeting.
The Board discussed a request from Pamela Maze to hold weekly silent vigils on the Courthouse lawn. Commissioner McKee advised of a phone conversation with Ms. Maze in which she was agreeable to abide by certain guidelines for the vigils, which would be held on Wednesdays at noon.
The meeting recessed at 11:10 a.m. Thursday, June 3, 2004 and reconvened at 3:00 p.m. the same date, with Commissioners McKee and Talent present. Commissioner Quinn was attending a Southwest Clean Air Agency meeting in Vancouver, WA.
Emily Kohner, Coordinator for the Division of Alcohol and Substance Abuse Program, gave an overview of the Program, which included Lifeskills Training, Alcohol and Drug Free Dances, Snowboarding Club, and Summer Programming, and advised of planning for next year and a two-year outlook.
The meeting adjourned at 4:10 p.m. on Thursday, June 3, 2004.
