BOARD OF SKAMANIA COUNTY COMMISSIONERS
Meeting for Week of May 10, 2004
The meeting was called to order at 10:00 a.m. Monday, May 10, 2004, with Commissioners McKee and Talent present, opening with the Pledge of Allegiance. Commissioner Quinn was on vacation.
A Certificate of Good Practice from the County Road Administration Board was presented to Brent Holman, County Engineer, in recognition of compliance with state requirements for reporting and Standards of Good Practice.
Brent Holman, Public Works Director/County Engineer, gave updates on the installation of the Win-Cams Cost Accounting system and Wind River Nursery well program, and advised that bridge inspections and the Carson Frontage Road project begin this week, the contract for rock crushing at Blue Lake has been completed, and the Cape Horn Traffic Safety Corridor Community Kick-Off Meeting is scheduled for May 12, 2004 at Skamania School.
Darlene Dickson, Senior Services Director, gave an update on program counts, advised of continued reduction of services hours for in-home service workers due to new State requirements, a funding increase in Medicaid for case management, a rate increase approved by the legislature for home-care aide workers, and gave an update on the public transit program.
Consent Agenda items were approved as follows:
A. Minutes for week of May 3, 2004.
B. Set public hearing for 11:00 AM Tuesday, May 25, 2004 to consider a request from George & Alice Barnes and Rolf & Astrid Diek to vacate a portion of Barnes Short Plat #1 and Robin’s Wood Short Plat by vacating 12 feet of private road easement from the east & west side of Delina Lane (private).
C. Approval of Certifications and Assurances for WA State Dept of Transportation grant contracts with Senior Services.
Bid was awarded to Cascade Container-Fab for the bid amount of $7,785.50 for one (1) 50-cubic yard drop box with retractable lid for the Solid Waste Division.
Bid was awarded to Western Trailers Company for the bid amount of $63,798.75 for one (1) 48-foot refuse trailer with a live bottom-walking floor for the Solid Waste Division.
A request was approved from the Public Works Department for reallocation of funds budgeted for capital expenditures to purchase sign making equipment at an estimated cost of $15,000 and reducing the cost of fencing to $8,500 for temporary movable fencing, with the total expenditure not to exceed the budgeted amount for these items.
Resolution 2004-23 was approved, authorizing an application to the Interagency Committee for Outdoor Recreation for funding assistance for the Wind River Boat Ramp Improvement Project.
A proclamation was approved declaring the week of May 10-14, 2004 as National Police Week and Thursday, May 13, 2004 as Peace Officer Day in Skamania County. On May 13 the flag will be lowered to half-mast in recognition of Peace Office Day.
A contract was approved with EOP, Inc. to assist with implementation of an emergency warning and notification for both the public and first responders, as approved by Region 4 Homeland Security Coordinating Office.
A special use permit was approved with the US Forest Service Gifford Pinchot National Forest for placement of mobile radio communication equipment at the Red Mountain communication site.
A contract was approved with Radio Parties to provide disc jockey entertainment for the Skamania County Fair street dance on August 14, 2004.
A lease agreement was approved with Clark County Health Department for office space located at 683 SW Rock Creek Drive.
Payroll was approved for the period ending April 30, 2004 in the amount of $863,373.59.
The meeting recessed at 10:55 a.m. Monday, May 10, 2004 and reconvened at 1:30 p.m. the same date, with Commissioners McKee and Talent present.
The Board discussed the County’s comments on the plan review process for revisions to the Columbia River Gorge Management Plan with Karen Witherspoon, Planning and Community Development Director. Ms. Witherspoon advised she would forward comments to the Gorge Commission.
The Board advised they would be meeting with Buildings and Grounds staff and Community Events and Recreation staff at Rock Creek Center at approximately 2:45 p.m.
The meeting recessed at 2:15 p.m. Monday, May 10, 2004 and reconvened at 9:30 a.m. Tuesday, May 11, 2004, with Commissioners McKee and Talent present. Commissioner Quinn was on vacation.
The Board participated in a staff workshop to discuss various contracts in progress, a county communications workshop, and liability issues, with no action taken.
The meeting adjourned at 10:30 a.m. on Tuesday, May 11, 2004.
