BOARD OF SKAMANIA COUNTY COMMISSIONERS

Meeting for Week of March 22, 2004

 

The meeting was called to order at 10:00 a.m. Monday, March 22, 2004, with all Commissioners present, opening with the Pledge of Allegiance.

 

Larry Mulcihy addressed concerns regarding right of way issues at the end of Eyman Cemetery Road.  Commissioner Talent advised he would meet with Public Works regarding this issue.

 

Tim Essex and Willard Whitehead advised of completion of fencing for screening purposes required as a condition of compliance for code violations, nuisance complaints and issuance of a building permit for a garage for property located at 321 Brooks Road owned by Willard Whitehead.

 

Brent Holman, Public Works Director, gave updates on costs associated with snow plowing the Wind River recreation complex, Drano Lake project, road maintenance, and building inspections, and advised of an increase in business at the Mt. Pleasant Transfer Site.

 

Rick Jessel, Counseling Center Director, reported on programs for mental health, substance abuse, and developmental disabilities.

 

Motion was approved to submit the following reports for 2003 to the County Road Administration Board:

§         Annual County Road Administration Board Certification of County Roads Engineering.

§         Certification of Road Fund Expenditures for Traffic Law Enforcement for Rural Arterial Program.

§         Certification of Road Fund Expenditures for Fish Passage Barrier Removal.

 

Consent Agenda items were approved as follows:

A.                 Minutes of March 15, 2004.

B.                 Acknowledge receipt of Claim for Damages from Billy Frank Pate.

 

A contract was approved with Educational Service District 112 to provide funding for food classes to grade school students within the District.

 

Motion was approved to ratify the Board’s action of March 19, 2004, approving submission of a letter to Governor Gary Locke supporting the State Transportation Supplemental Budget (ESHB2474), with the inclusion of $400,000 for the State Road 504 Extension Project.

                       

The meeting recessed at 11:15 a.m. Monday, March 22, 2004 and reconvened at 1:30 p.m. the same date, with all Commissioners present.

 

The Board met in executive session from 1:30 p.m. until 2:15 p.m. regarding personnel, with no action taken.

 

The meeting recessed at 2:15 p.m. Monday, March 22, 2004 and reconvened at 3:10 p.m. the same date, with all Commissioners present.

 

Emily Platt, Executive Director for Gifford Pinchot Task Force, discussed issues regarding national forest management and state forestry lands.

 

The meeting recessed at 4:40 p.m. Monday, March 22, 2004 and reconvened at 10:00 a.m. Tuesday, March 16, 2004, with Commissioners McKee and Talent present.  Commissioner Quinn was attending a Columbia River Gorge Commission meeting in Hood River, OR.

 

Dan Wallenmeyer, Noxious Weed Coordinator, advised of new officers for the Weed Board for 2004, and reported on the 2004 Title II Noxious Weed Program.

 

An application was approved for submission to the Resource Advisory Committee for a 2005 Title II Project for Skamania County/Gifford Pinchot National Forest Noxious Weed Program, presented by Dan Wallenmeyer, Noxious Weed Coordinator.

 

Vouchers were approved for the period ending March 23, 2004 in the amount of $63,129.06.

 

The Board met in executive session from 10:50 a.m. until 11:40 a.m. regarding real estate, with no action taken.

The meeting recessed at 11:40 a.m. Tuesday, March 23, 2004 and reconvened at 1:30 p.m. the same date with Commissioners McKee and Talent present.

 

The Board met with representatives from the Department of Transportation (DOT), Washington State Patrol (WSP), Cities of Stevenson and North Bonneville, local Fire Districts, Sheriff’s Department and Public Works Department to discuss transportation issues on State Road 14 in Skamania County during inclement weather and other emergency conditions.  Issues discussed included the need for better communication and coordination between DOT, WSP and Skamania County Sheriff and the need to consider input from Skamania County Sheriff in decision-making at the State level regarding road conditions.

 

Tod LeFevre, Assistant County Engineer, advised of parking and potential traffic issues at Drano Lake due to construction, and the possible need for traffic control.

 

The meeting adjourned at 3:05 p.m. Thursday, March 23, 2004.
