BOARD OF SKAMANIA COUNTY COMMISSIONERS

Meeting for Week of February 23, 2004

 

The meeting was called to order at 10:00 a.m. Monday, February 23, 2004, with all Commissioners present, opening with the Pledge of Allegiance.

 

Brent Holman, Public Works Director, presented proposed sign designs to be posted at entrances to Skamania County, which would read est. 1854.  He gave updates on the rock supply contract, Drano Lake project, and road maintenance, and advised of debris pile burning, completion of preliminary Rural Arterial Project submittals, and core hole work scheduled on the annual plan for the Wind River Road project.

 

Rick Jessel, Counseling Center Director, reported on programs for mental health, substance abuse, and developmental disabilities.

 

Bev Majors, Community Events and Recreation Office Assistant, reported on various events and activities.

 

Consent Agenda items were approved as follows:

A.                 Minutes of February 16, 2004.

B.                 Special occasion liquor license for American Legion Post 122 for March 13, 2004.

C.                 Acknowledge letter from Michael H. Kepcha regarding legislation to reform federal forest lands revenue-sharing program.

 

Resolution 2004-16 was approved, authorizing the signing of contract amendment #1 with the Department of Transportation to allow the purchase of bike racks for two public transit buses.

 

Contract amendment #1 was approved with the Department of Transportation to expand the Scope of Work to include the purchase of bike racks for two public transit buses.

 

A contract was approved with Klickitat-Skamania Development Council to provide funding for public services to low-and moderate-income persons within Skamania and Klickitat Counties in employment, emergency assistance, and nutrition service categories.

 

The meeting recessed at 11:00 a.m. Monday, February 23, 2004 and reconvened at 1:30 p.m. the same date, with Commissioners Quinn and Talent present.  Commissioner McKee was on personal business.

 

A public hearing was held to consider vacating a portion of St. Martin’s Springs Road between milepost 0.12 and milepost 0.24 (end).  Rich Lang, County Surveyor, presented the Engineer’s Report and recommended vacation of the road between milepost 0.12 and 0.24 (end).  Discussion with representatives from Carson Hot Springs Resort included water runoff and culvert maintenance.  Motion was approved to vacate a portion of St. Martin’s Springs Road between milepost 0.12 and milepost 0.24 (end), with the conditions that the County retain and grant a public utility easement to utility providers over the vacated county right of way for access and maintenance activities and that the County be involved in culvert maintenance (at milepost 0.13) in situations involving public safety, and directed the County Engineer to proceed with a resolution of vacation.

 

The Board participated in a staff workshop to discuss Initiative 864, with no action taken.

 

The meeting recessed at 3:20 p.m. Monday, February 23, 2004 and reconvened at 10:00 a.m. Thursday, February 26, 2004, with Commissioners Quinn and Talent present.  Commissioner McKee was participating in a Washington Timber Counties Coalition meeting via phone conference.  The meeting scheduled for Tuesday, February 24, 2004 had been cancelled due to lack of a quorum.

 

Vouchers were approved for the periods ending December 31, 2003 in the amount of $3,263.16 and February 26, 2004 in the amount of $225,954.56.

 

Mike Garvison, Auditor, advised of areas of focus for County Auditors proposed by the State Auditor’s Office regarding auditing contracts and the need for a centralized system for grant accounting.

 

A Community Development Block Grant (CDBG) Disclosure Report was approved for submission to the Office of Community Development as part of the application process for CDBG General Purposes funding for improvements to the Carson water distribution system.
