BOARD OF SKAMANIA COUNTY COMMISSIONERS

Meeting for Week of February 2, 2004

 

The Board met in executive session from 9:00 a.m. until 10:15 a.m. regarding real estate, with no action taken.

 

The meeting was called to order at 10:15 a.m. Monday, February 2, 2004, with all Commissioners present, opening with the Pledge of Allegiance.

 

A request from Cherie Flood, Treasurer, was approved to waive personnel policy requirements to advertise for two weeks instead of the required three weeks for a vacant position to expedite filling the vacancy.

 

Brent Holman, Public Works Director, gave updates on the Butler Eddy Bridge project, rock scaling on Cook Underwood Road, a meeting with FEMA, Canyon Creek slide, cleanup from a recent windstorm and the Drano Lake project.

 

Motion was approved to award the bid for crushed aggregate for 2004 to Mid-Columbia Asphalt Company in the amount of $204,905.00.

 

Terry Blaisdell, Central Services Computer Technician, advised of the installation of three new servers for backup, to handle the additional load for normal operation and for the new elections system and gave an update on computer viruses.

 

Consent Agenda items were approved as follows:

A.     Minutes for week of January 26, 2004.

B.     Set public hearing for 1:30 PM Monday, March 15, 2004 to consider Shoreline Substantial Development Permit application from Public Utility District No. 1 of Cowlitz County for Swift No. 2 Hydroelectric Project in Cowlitz and Skamania Counties.

C.     Set public hearing for 1:30 PM Monday, March 1, 2004 to consider request to vacate the access restriction on Lot 4 of the Sylvia Short Plat.

D.     Acknowledge receipt of Claim for Damages from Chris and Elaine Woodall.

E.      Acknowledge receipt of letter from City of Stevenson appointing Mayor John Kirk as City representative on Skamania County Disabilities Board for 2004 for both the Cities of Stevenson and North Bonneville.

F.      Appointment of J. Christina Brittain to Board of Adjustment, position #1.

 

Resolution 2004-08 was approved, canceling uncollectible personal property taxes.

 

A contract was approved with Southwest Washington Agency on Aging to provide funding for the senior meal program, information and assistance, and case management.

 

A memorandum of agreement was approved with Washington State University Cooperative Extension to provide an extension agent for Skamania County.

 

A request from Ole Helgerson, WSU Extension Agent, was approved to support the 2005 National Fire Plan grant proposal and commitment of Title III funds for the Columbia Gorge Wildfire Preparedness Project for office rent at Wind River Nursery in the amount of $9,600 and Central Services support and clerical help in the amount of $700.

A contract was approved with Washington State Military Department to provide FEMA Emergency Management Performance Grant funds for emergency management programs to supplement local budgets.

 

A contract amendment was approved with Brian Bea, PA-C of Ashbrook Medical Family Practice, extending the term to provide medical services for inmates.

 

A contract was approved with the City of Stevenson for the Sheriff to provide law enforcement services within incorporated city limits.

 

A contract was approved with the US Forest Service to provide funding for the Work Crew Program for inmates.

 

Receipt was acknowledged of a letter of January 30, 2004 from Saundra Willing, Treasurer, advising of settlement and delivery to her successor of all public money, books and papers in her possession as the Treasurer of Skamania County.

 

The meeting recessed at 11:30 a.m. Monday, February 2, 2004 and reconvened at 2:00 p.m. the same date, with all Commissioners present.

 

Van Youngquist, Consultant for Lewis County, gave an update on the status of the proposed State Road 504 extension project to extend a road from Skamania County to connect with State Road 504 near Mount Saint Helens.  Discussion included the need for continued support and efforts to pursue state funding to proceed with the project.  He requested Skamania County to respond to Lewis County Commissioners within the next 10 days regarding Skamania County’s ability to contribute $1,500.

 

The Auditor presented a claim for expenses from an employee for a CDL physical from 2001 in the amount of $75.00 and advised that the County policy states reimbursements shall be submitted in a timely manner.  The Board was in agreement to pay the expense and to send a memo to all departments advising that the policy will be revised to set a specific time limit for reimbursement.

 

Willard Whitehead and Tim Essex addressed concerns regarding issuance of a building permit for a garage for property located at 321 Brooks Road owned by Willard Whitehead, advising that the garage would be for personal use and not for business.   Discussion included code violations and nuisance complaints on this property, and the need for compliance and screening of the junk and debris from view before a building permit would be issued.  Mark Mazeski, Senior Planner, was requested to make a site visit to the property to determine where the site obscuring screening needs to be erected.

 

The meeting recessed at 4:20 p.m. Monday, February 2, 2004 and reconvened at 10:00 a.m. Tuesday, February 3, 2004, with all Commissioners present.

 

Vouchers were approved for the periods ending December 31, 2003 in the amount of $272,581.89 and February 3, 2004 in the amount of $17,692.12.

 

Motion was approved to award the bid and contract to Tapani Underground, Inc. for rock crushing at Blue Lake Pit in the amount of $43,723.14.

 

A contract extension was approved with the City of Stevenson for the County to provide animal control services within the incorporated city limits.

 

A contract extension was approved with the City of North Bonneville for the County to provide animal control services within the incorporated city limits.

 

A monthly residential lease was approved with Matt Schroder and Carrie Munz for Wind River Nursery house #1053.

 

Tony Estey, Buildings and Grounds Director, reported on maintenance of various facilities and grounds for the months of December 2003 and January 2004 and presented a year-end report for 2003.

 

A voucher was approved to Tele Research and Design for an entry control system for the Courthouse.

 

Karen Witherspoon, Planning and Community Development Director, reported on the pending application list, ordinance updates, Water Resource Inventory Area (WRIA) 29, West End Community meetings, gave an update on the process of the revised National Scenic Area Management Plan, and  discussed legislative issues related to planning.

 

Charly Boyd, Watershed/Shorelines Planner, reported on various water and fish related meetings.

 

A contract was approved with Daniel Ferber, MD, to provide medication management to mental health clients.

 

A contract was approved with Skamania County Domestic Violence Council to provide assistance and counseling to County residents.

 

The meeting adjourned at 11:45 a.m. Tuesday, February 3, 2004.
