BOARD OF SKAMANIA COUNTY COMMISSIONERS
MEETING for WEEK of January 19, 2004
In observance of Martin Luther King, Jr. holiday, no meeting was held on Monday, January 19, 2004. The meeting was called to order at 10:00 a.m. Tuesday, January 20, 2004, with Commissioners Quinn and Talent present, opening with the Pledge of Allegiance. Commissioner McKee was on vacation.
Brent Holman, Public Works Director/County Engineer, gave updates on snow removal and cleanup, guardrail replacement on Butler Eddy Bridge, and advised of a large rock that slid down a slope on Curly Creek Road, delay in rock scaling of the rockslide on Cook Underwood Road, upcoming County Engineers Seminar, review of Forest Service 90 Road snowplowing, and completion of grant paperwork for the North Bonneville Industrial Site Plan.
Consent Agenda Items were approved as follows:
A. Minutes of January 12, 2004.
B. Washington State Liquor Control Board, liquor license renewals for Bungalow Bar & Grill and Eagle’s Cliff General Store.
C. Acknowledge receipt of 2004 Levy Certification from Fire District #5.
D. Acknowledge receipt of Claim for Damages from Sheree E. Thomas
E. Acknowledge receipt of Claim for Damages from Kevin Lueders.
F. Acknowledge receipt of letter from Clark County Occupational Health and Safety regarding ADA accessible parking at Health Dept Building.
G. Acknowledge receipt of letter from R. Robert Burns regarding West End Community planning.
Resolution 2004-01 was approved, initiating county road projects and assigning project numbers to various road projects.
Laila Goldring, Community Events and Recreation Coordinator/Pool Manager, gave an update on fall classes and programs, and operations and activities at the swim pool. She advised of requesting a defibrillator from Skamania County Ambulance for use at the swim pool but was denied, at this time, due to lack of availability of equipment.
Resolution 2004-06 was approved, adopting a Section 125 Flexible Fringe Benefit Plan for employees, effective January 1, 2004.
An interlocal agreement was approved with Stevenson-Carson School District #303 to develop and implement a summer forest education/employment program for high school and middle school aged students residing in Skamania County and an after school program with a forest ecology curricula.
Cherie Flood, Chief Deputy Treasurer, was appointed to fill the vacancy of Skamania County Treasurer, effective February 1, 2004.
Ole Helgerson, WSU Extension Agent, reported on the 4-H Program, Forest Youth Success Program, forestry activities, gardening and pest management, and gave an update on the Firewise Project.
The meeting recessed at 11:10 a.m. Monday, January 20, 2004 and reconvened at 1:35 p.m. the same date, with all Commissioners present.
Karen Witherspoon, Planning and Community Development Director, gave updates on the pending application list, advised of upcoming meetings regarding minor modifications to the short subdivision ordinance, Stabler Water Quality and Quantity Study, Water Resource Inventory Area 29 Oversight Committee, West End Community meeting, the National Scenic Area Management Plan, and advised that the moratorium on acceptance of rezone applications for parcels located within the west end is set to expire on March 8, 2004. Other discussion included a report on a workshop sponsored by the Forest Service on January 17, 2004 regarding the proposed changes to the Management Plan for the Special Management Area for Forest Tract, General Land Use Track, and Natural Resources.
The Board participated in a staff workshop to discuss supervisor employment training, with no action taken.

The meeting recessed at 4:50 p.m. Tuesday, January 20, 2004 and reconvened at 10:00 a.m. Thursday, January 22, 2004, with all Commissioners present.
A contract was approved with Skamania County Economic Development Council to administer two USDA Forest Service Grants for a use feasibility study for Skamania County’s Camp Wa-Ri-Ki and for preliminary engineering design for expansion of Skamania County Fairgrounds Exhibit Hall.
Receipt was acknowledged of a Claim for Damages from Erin Arnett and referred to the Risk Manager.
Vouchers were approved for the periods ending December 31, 2003 in the amount of $76,503.52 and January 22, 2004 in the amount of $20,634.37.
The Board participated in an Elected Official/Department Head meeting to discuss legislative issues affecting Skamania County to be presented to legislators at an upcoming Legislative Rally on February 5, 2004, and to discuss the possibility of implementing a policy for annual leave cash out.
The meeting recessed at 11:20 a.m. Thursday, January 22, 2004 and reconvened at 2:15 p.m. the same date, with Commissioners Quinn and Talent present. Commissioner McKee was enroute to Olympia to attend a Timber Counties meeting.
An authorization to purchase a lap top computer was approved for the Sheriff’s Department, using funds from the Washington State Military E911 contract. The computer will be used to operate the GIS mapping software in the field for Phase 2 of the Wireless Implementation.
