MEETING for WEEK of October 27, 2003

 

The meeting was called to order at 10:00 a.m. Monday, October 27, 2003, with all Commissioners present, opening with the Pledge of Allegiance.

 

Bids were opened for the Drano Lake Improvement Project and referred to the Public Works Department for review and recommendation.

One proposal was received and opened from Northwest Communications for Telephone Maintenance and was referred to the Director of Administrative Services for review and recommendation.

 

Tod LeFevre, Assistant County Engineer, reported on culvert flushing and cleaning, Skamania Mines Road repair, Rock Creek Cove project, Drano Lake project, status of industrial property evaluation at North Bonneville, advised of proposed development at Swift Creek Reservoir, and gave an update on their website development.

 

Rick Jessel, Counseling Center Director, reported on programs for mental health, substance abuse, and developmental disabilities.

 

A Certification of Appreciation from the American Red Cross, on behalf of the people who were affected by wildfires, was presented to Bev Majors of the Community Events and Recreation Department for their assistance during the recent wildfire on September 2, 2003 along Interstate 84 near Cascade Locks, OR.

 

Bev Majors, Community Events and Recreation Office Assistant, reported on various upcoming events and activities.

 


Consent Agenda Items were approved as follows:

A.                 Minutes of October 20, 2003.

B.                 Acknowledge receipt of application for transfer of designated forestland to current use timberland for Jeffrey D. and Claudia J. Jones for property located at 72 Nighthawk Lane off of Panther Creek Road in Carson, WA.  Set public hearing for 1:30 PM Monday, November 10, 2003.

 

Motion was approved to award the bid for the Forest Service 90 Road Snow Plowing Contract to Creagan Excavating, Inc. for the bid amount of $17,400.

 

The following contracts were approved with Washington State Military Department:

§         Amendment A to provide funding for wireless phone system replacement.

§         Amendment A to provide funding for wireline phone system replacement.

§         Amendment B to provide additional funding for wireless operations contracts.

 

A Land Lease Agreement was approved with Washington State Employment Security for property located at 704-A Rock Creek Drive to locate a tenant-owned modular office structure for alternative schooling.

 

Motion was approved to send letters to Senator Tom Harkin (D-IA) and Jeff Bingaman (D-NM) asking for support of the Healthy Forest Restoration Act (HR 1904).

 

The meeting recessed at 11:10 a.m. Monday, October 27, 2003 and reconvened at 1:30 p.m. the same date, with Commissioners McKee and Quinn present.  Commissioner Talent was attending a Workforce Development meeting in Vancouver, WA.

 

The Board met in executive session from 1:30 p.m. until 2:10 p.m. regarding personnel, with no action taken.

 

Tony Estey, Buildings and Grounds Director, advised of scheduling a County surplus “garage” sale from 12:00 - 2:00 p.m. on Friday, November 7, 2003 at North Bonneville.  He advised that all marked items will be priced at $5.00 to $25.00 and all unmarked items will be priced at $3.00.  All items remaining after 2:00 p.m. will be free.

 

The Board met in executive session from 2:20 p.m. until 2:45 p.m. regarding real estate, with no action taken.

 

The meeting recessed at 2:45 p.m. Monday, October 27, 2003 and reconvened at 10:00 a.m. Tuesday, October 28, 2003, with Commissioners Talent and Quinn present.  Commissioner McKee was attending a Defensive Driving Course at the Courthouse Annex.

 

Sharon Tiffany, Columbia Gorge Interpretive Center Director, reported on exhibits, upcoming events, marketing and fund raising, and gave an update on the proposed access from State Road 14.

 

Larry Mulcihy, Safety Committee Chair, reported on accidents and incidents.  Following review and discussion of reports presented, motion was approved to concur with the assessments and recommendations of the Safety Committee, with the exception of report #2003-24, which was referred back to the Safety Committee for additional review.

 

At 1:30 p.m. the Board attended a tour of the W.K.O. Mill in Carson, WA.

 

The meeting recessed at 10:45 a.m. Tuesday, October 27, 2003 and reconvened at 4:00 p.m. the same date, with all Commissioners present.

 

The Board met in executive session from 4:00 p.m. until 5:00 p.m. regarding personnel, with no action taken.

 

The meeting recessed at 5:00 p.m. Tuesday, October 28, 2003 and reconvened at 10:00 a.m. Thursday, October 30, 2003, with Commissioners Talent and Quinn present.  Commissioner McKee was on vacation.

 

Vouchers for the period ending October 30, 2003 were approved in the amount of $129,644.17, noting that voucher #04261 was reduced by $50.00.  The Board advised of the need to review cell phone usage and explore available options for provider rates.

 

A contract was approved with Hart Entercivic, Inc. for the purchase of vote tabulation software and equipment for the Elections Department.

 

An Interlocal Agreement was approved with the City of Camas for Skamania County to provide jail incarceration services for inmates from the City of Camas serving sentences for misdemeanor crimes.  Issues discussed from those present included potential increased revenue to the County, concern for citizens versus no impact to citizens, and the need to explore options to increase revenue.
