BOARD OF SKAMANIA COUNTY COMMISSIONERS

MEETING for WEEK of June 23, 2003

 

The meeting was called to order at 10:00 a.m. Monday, June 23, 2003, with all Commissioners present, opening with the Pledge of Allegiance.

 

Mr. Jack Harper addressed concerns regarding increased property taxes, Canyon Creek Road Project, Wind River Nursery, and County employee paid retirement.

 

Larry Mulcihy inquired as to the status of a property line issue at the end of Eyman Cemetery Road.  Mr. Mulcihy was advised that this issue was referred to the County Engineer to determine the road right-of-way.

 

Sharon DoByne, on behalf of several employees, presented a letter regarding the proposed Section 125 Flexible Fringe Benefit Plan for employees and the amount of the insurance premium contribution.

 

Brent Holman, Public Works Director/County Engineer, gave an update on the Fanning Hill project, Washougal River Road project, Rock Creek Cove stabilization, road striping, and stockpile sites.

 

A request was approved from Mill A Community Council to use Jessup Road for a parade/run on July 4, 2003.

 

Rick Jessel, Counseling Center Director, gave an update on programs for mental health, substance abuse, and developmental disabilities.

 

Consent agenda items were approved as follows:

A.                 Minutes of June 16, 2003.

B.                 Acknowledge receipt of Timber Land Application from William Shambo and set for public hearing at 1:30 p.m. Monday, July 14 2003.

C.                 Acknowledge receipt of request from Steve Miner for a variance to Skamania County Private Road Standards to comply with applied conditions to the Glacier Point Short Plat and set for public hearing at 2:00 p.m. Monday, July 14, 2003.

 

The following contracts were approved:

§         Washington Military Department to provide funding for 911 wireline operations.

§         Washington Military Department to provide funding for 911 wireless operations.

§         Washington Military Department to provide funding for 911 wireless implementation.

§         Kennedy/Jenks Consultants, amendment #1 to scope of work, to complete a technical analysis for the Stabler Area Water Quality and Quantity Study.

§         Richard Harrell to provide one hour of music for a Family Music in the Park on July 17, 2003.

§         Columbia Gorge Bluegrass Festival agreement for rental of the fairgrounds for a bluegrass festival on July 23-27, 2003.

 

Motion was approved to appoint Zoe Haeder to Skamania County Senior Services Advisory Board position #9 for a two-year term expiring May 31, 2005.

 

The Board discussed the letter submitted by employees regarding the proposed Section 125 Flexible Fringe Benefit Plan for employees and the amount of the insurance premium contribution.  Sharon DoByne, on behalf of several employees, advised that the employees are not opposed to adoption of the Section 125 Plan, but they want the contribution amount increased to more than the proposed $100 contribution.  The Board advised they would further review this request.

 

Resolution 2003-25 was approved, adopting a Section 125 Flexible Fringe Benefit Plan for Employees.

 

A contract was approved with American Fidelity Assurance Company to be the provider for the Section 125 Flexible Fringe Benefit Plan for employees.

 

Darlene Dickson, Senior Services Director, advised of receiving three grants from the Department of Transportation for operating assistance for one-year to conduct a public transportation demonstration project, operating assistance to sustain dial-a-ride transportation services, and for the purchase of two replacement dial-a-ride vehicles.

 

Motion was approved to set Resolution 2003-24, Supplemental Budget #2 for 2003, for public hearing at 11:00 AM on Monday, July 7, 2003.
