BOARD OF SKAMANIA COUNTY COMMISSIONERS

MEETING for WEEK of May 26, 2003

 

No meeting was held on Monday, May 26, 2003 in observance of Memorial Day.  The meeting was called to order at 10:00 a.m. Tuesday, May 27, 2003, with all Commissioners present, opening with the Pledge of Allegiance.

 

Brent Holman, Public Works Director/County Engineer, reported on the Drano Lake project, Little Buck Creek Road dispute with landowner, Home Valley Bridge, spraying of noxious weeds on county right-of-way, upcoming bridge inspections, and update on Schoolhouse Road project.

 

Resolution 2003-22 was approved, authorizing an Interfund Loan from the Cumulative Reserve Loan Fund to the Solid Waste Fund.

 

Dan Wallenmeyer, Noxious Weed Coordinator, reported on weed control activities, employee training, and a knotweed survey on upper Canyon Creek.

 

Consent Agenda Items were approved as follows:

A.                 Minutes of May 19, 2003.

B.                 Acknowledge receipt of Notice of Completion of Public Works Contract with James Dean Construction, Inc. for supply and delivery of crushed aggregate to various stockpiles.

C.                 Acknowledge receipt of Stacey Acres Subdivision Preliminary Plat and set for consideration at 11:30 a.m., Monday, June 2, 2003.

 

A contract was approved with the Educational Services District 112 to provide funding for WSU Cooperative Extension to conduct food classes for grade school students.

 

Contract amendment #B was approved with the Military Department, Emergency Management Division, to provide additional funding for eligible E911 operating costs that are reimbursable by the Military Department.

 

Interlocal Agreement amendment #1 was approved with Washington Counties Risk Pool, modifying Risk Pool Article 5, to allow non-county units of local government to participate in the Risk Pool as non-voting affiliate members.

 

The Board discussed the prospect of selling county owned property at North Bonneville, with no decisions made.

 

A contract was approved with EOP, Inc. to update Skamania County Emergency Operation Plan to comply with state and federal mandates.

 

The meeting recessed at 11:40 a.m. Tuesday, May 27, 2003 and reconvened at 1:40 p.m. the same date, with Commissioners Quinn and Talent present.  Commissioner McKee was attending a Lewis River Relicensing meeting in Kelso, WA.

 

A contract was approved with Nine One One, Inc. to provide telephone hotline support, via technical or operator support, to Sheriff’s Office.

 


A public hearing was held to consider Ordinance 2003-06, changing the speed limit on a portion of Canyon Creek Road.  Following discussion of the need for the County Engineer to clarify the speed change from the opposite direction, motion was approved to adopt Ordinance 2003-06, changing the speed limit on a portion of Canyon Creek Road, and posting the same, as follows:

§         Milepost 3.90 to milepost 3.92 – “Reduce Speed Ahead” from 45 MPH to 35 MPH.

§         Milepost 3.92 to milepost 4.22 (end of road) – “Speed Limit” 35 MPH.

 

A contract was approved with Washington State Patrol to provide funding for the Sheriff to continue the Domestic Marijuana Eradication/Suppression Program.

 

The Board participated in a staff workshop to discuss personnel, Wind River Public Development Authority candidate questions, and Section 125, with no action taken.

 

Following discussion of a Section 125 Flexible Fringe Benefits Plan for employees, proposed by American Fidelity Assurance Company, motion was approved to direct the Director of Administrative Services to proceed with negotiations and provide updates to the Board.

 

The meeting adjourned at 4:10 p.m. Tuesday, May 27, 2003.
