BOARD OF SKAMANIA COUNTY COMMISSIONERS
MEETING for WEEK of JANUARY 27, 2003
The meeting was called to order at 10:00 a.m., Monday, January 27, 2003, with all Commissioners present, opening with the Pledge of Allegiance.
Brent Holman, Public Works Director/County Engineer, reported on general maintenance activities conducted by the Road Crew, gave updates on Drano Lake project, the City of Stevenson State Road 14 project, Carson Stormwater project and advised of an accident on Smith-Cripe Road.
Consent Agenda Items were approved as follows:
A. Minutes for week of January 20, 2003.
B. Acknowledge receipt of Shoreline Variance application from Washington State Parks and Recreation for installation of a marine sewage pump out station at Beacon Rock State Park, and set for public hearing at 1:30 p.m. on Monday, March 10, 2003.
Resolution 2003-03 was approved, assigning county road project numbers for the Safety Improvement Program and Salmon Falls Road project.
Following discussion, motion was approved to accept the Personnel Committee’s recommendation of approval for the revised classification description for Jail Superintendent and exceptional qualifications for Mary Apodaca for the vacant Jail Superintendent position.
Motion was approved to accept the Personnel Committee’s recommendation of approval for reclassification of an existing position and revised classification description for Senior Services Bus Driver.
Motion was approved to re-appoint Robert Cunningham to a four-year term, expiring January 31, 2007, for position #1 for the Boundary Review Board.
The Board discussed the cost for use and maintenance for vehicle radios, with no action taken.
The Board participated in a staff workshop to discuss employee evaluation process, with no decisions made.
The meeting recessed at 12:05 p.m., Monday, January 27, 2003 and reconvened at 1:30 p.m. the same date, with all Commissioners present.
Wade Alonzo, Fire Prevention Coordinator, Southwest Region, Department of Natural Resources, and Russ Kastberg, Grant Coordinator, gave a presentation on Phase II of the National Fire Plan Grant. The goal of the grant is to reduce the risk of loss of homes and life in the Wildland Urban Interface, which includes all communities that are at a moderate or higher risk in Wahkiakum, Cowlitz, Clark and Skamania Counties.
The meeting recessed at 2:50 p.m., Monday, January 27, 2003 and reconvened at 3:15 p.m. the same date, with all Commissioners present.
The Board participated in a staff workshop to discuss Skamania Forward, with no decisions made.
The Board met in executive session to discuss personnel from 3:25 p.m. until 3:45 p.m., with no action taken.

The Board participated in a staff workshop to discuss an upcoming meeting with Stevenson-Carson School District 303 regarding federal forest legislation, with no decisions made.
Sealed bid opening was held for crushed aggregate, per Resolution 2003-01. The following bids were received and referred to the County Engineer for review and recommendation:

Vouchers were approved for the periods ending December 31, 2002 in the amount of $13,750.96 and ending January 30, 2003 in the amount of $52,070.28.
Motion was approved to certify the 2002 Road Levy and Estimated Revenue Produced.
Receipt was acknowledged of a letter from Eugene P. Greer, Jr. regarding the Washougal Motocross.
Contract amendment #2 was approved with the US Forest Service to provide funding through Title II to continue weed control services on all lands within Skamania County that lie within the Gifford Pinchot National Forest South Resource Advisory committee area.
Lynn Burditt, Deputy Forest Supervisor and Tom Knappenberger, Public Affairs Officer for the Gifford Pinchot National Forest presented an annual status report. Items reported on included forest facts brochure, website information, overview of Title II projects, employment issues, USFS budget, various projects and programs, timber growth and harvest, Mt. St. Helens Volcanic Monument, and a training session for submitting Title II Projects for 2004 scheduled for February 24, 2003 at Rock Creek Center in Stevenson, WA.
