BOARD OF SKAMANIA COUNTY COMMISSIONERS

Meeting for Week of July 25, 2006

The Board participated in a staff workshop from 9:15 a.m. until 9:50 a.m. on Tuesday, July 25, 2006 with Commissioners Paul Pearce, Chair, James D. Richardson and Albert E. McKee present to discuss a proposed fire protection ordinance, wind turbines, Garrity Memorandum of Understanding, Forest Service issues, and Skagit County request for funds for Lake Whatcom Watershed litigation, with no action taken.

The meeting was called to order at 10:00 a.m. Tuesday, July 25, 2006 at the Commissioner’s Meeting Room, 240 NW Vancouver Avenue in Stevenson, with Commissioners Paul Pearce, Chair, James D. Richardson and Albert E. McKee present, opening with the Pledge of Allegiance.

Commissioner Richardson moved, seconded by Commissioner McKee and motion carried unanimously to approve the Consent Agenda as follows:

1. Minutes for week of July 17, 2006.

2. Special occasion liquor license for American Legion Auxiliary Post 137 for August 18-19, 2006.

3. Acknowledge receipt of preliminary plat for Vista Springs Subdivision creating 13 lots in two phases, located on the east side of Aalvik Road, tax lot #03-07-26-0-0-0600-00, and set for consideration on Tuesday, August 1, 2006 at 1:30 PM.

4. Revised agreement with Dept of Transportation for funding for Hot Springs Avenue Improvement Project, rescinding and replacing previous agreement approved on May 22, 2006.

5. License agreement with Joseph & Diane Birkenfeld to provide parking for Skamania County Fair.

6. Hold harmless agreement for 2006 Skamania County Fair Parade.

7. Agreement with Oregon Corrections Enterprises to provide GIS mapping services for Title III Firewise Program.

8. Agreement amendment #1 with Hart InterCivic to provide election equipment upgrades for compliance with Voter Verifiable Paper Audit Trail.

9. Agreement with Tapani Underground, Inc. to allow asphalt grindings from Beacon Rock State Park Project to be deposited at the County’s North Bonneville property.

10. Bid acceptance and contract award to Kerr Contractors, Inc of Woodburn, OR for the amount of $9,777.40 for placement of cement treated base as part of Salmon Falls Road Improvement Project.

11. Exceptional qualification for Lori Ottis for Fair Office Coordinator position, effective on date of hire.

Commissioner Richardson moved, seconded by Commissioner McKee and motion carried unanimously to approve Resolution 2006-29 amending the Planning and Community Development fee schedule, which included an amendment by Commissioner Pearce to the original motion, seconded by Commissioner McKee and carried unanimously to revisit the fees in December 2006 with the actual cost of administration included.

Tod LeFevre, Public Works Director/County Engineer reported on Public Works, Road Department, Building Department, engineering, surveying/right of way, bridges, and equipment and rental revolving fund.

Dolores Morgan, Interim Counseling Center Director reported on a Human Services Board meeting, and programs for substance abuse, mental health, and developmental disabilities.

The meeting recessed at 11:15 a.m. Tuesday, July 25, 2006 and reconvened at 11:25 a.m. the same date, with Commissioners Pearce, Richardson and McKee present.

The Board met in executive session regarding potential litigation from 11:25 a.m. until 11:45 a.m., with no action taken.

The Board met in executive session regarding personnel from 11:45 a.m. until 12:00 p.m., with no action taken.

The meeting recessed at 12:00 p.m. Tuesday, July 25, 2006 and reconvened at 9:15 a.m. Wednesday, July 26, 2006, with Commissioners Pearce, Richardson and McKee present.

The Board participated in a workshop with Public Works to discuss a proposed fire protection ordinance, GIS, and scheduling, with no action taken.

The Board participated in a workshop with Planning and Community Development to discuss a report on hearings examiner, letter to the Governor on National Scenic Area funding, an interlocal agreement for milfoil, contract amendment for WRIA services, Swift area Moratorium, and WRIA 29, with no action taken.

The Board participated in a workshop with the Recreation and Facilities Director to discuss Big Cedars Campground host, Home Valley Park/Campground, fees and enforcement at Drano Lake, and the concept of a Parks Board, with no action taken.

The meeting recessed at 12:00 p.m. Wednesday, July 26, 2006 and reconvened at 1:45 p.m. the same date, with Commissioners Pearce, Richardson and McKee present.

The Board participated in a workshop with Bruce Scherling, Skamania County Environmental Health Specialist and Karen Witherspoon, Planning and Community Development Director to discuss wells and water systems, with no action taken.

The meeting recessed at 2:25 p.m. Wednesday, July 26, 2006 and reconvened at 11:10 a.m. Thursday, July 27, 2006, with Commissioners Richardson and McKee present.

Commissioner McKee moved, seconded by Commissioner Richardson and motion carried unanimously to approve vouchers for the period ending July 27, 2006 in the total amount of $59,136.50.

Commissioner McKee moved, seconded by Commissioner Richardson and motion carried unanimously to set a public hearing 10:00 AM, Monday, August 14, 2006 to consider Ordinance 2006-10 extending the moratorium for an additional six-months on the acceptance and processing of land divisions (subdivision, short subdivision and exempt division by deed), the acceptance and processing of building permit applications requiring the creation of a new water source (individual wells and/or water systems) after the adoption of the moratorium (February 16, 2006), and the acceptance and processing of State Environmental Policy Act (SEPA) Checklists related to Forest Practices Conversions for any parcel located within the area generally known as the Swift Subarea of Skamania County.

Commissioner Richardson gave an update on the Water Resource Inventory Area 29 process.
