

VISITATION RULES AND PROCEDURES When you arrive for your visit, check in with the Detention Staff via the intercom system at the front door of the facility. You must identify yourself and identify whom you wish to visit with. Your name will be checked for authorization before you are allowed into the facility. If you are not on the authorization list, your visit will be denied and you must leave NORCOR property immediately. After Detention Staff has checked and validated your identification you will be instructed to enter the facility. You will then be asked to secure any items you have brought into the facility. All personal visitors are required to check all purses, bags, and pocket contents in the lockers provided in the lobby area. NORCOR is not responsible for any lost or stolen items. We encourage you to leave your personal property, such as purses, bags, etc. in your vehicle. All visitors will be asked to pass through the facility's metal detector. If the alarm sounds, you will be checked again by detention staff using a hand held metal detector wand. If you object to this kind of screening, or are unable to pass this screening, your visit will be denied and you will be required to leave NORCOR immediately. Visits will be held in the Secured Visiting Room unless circumstances dictate a change. Any change must be approved by the Detention Manager or Detention Supervisor. Snack Items or treats such as candy, soda pop, etc. are not allowed in the facility. Detention Staff will not accept money or snack items to give to the youth.
** BE ADVISED ** - If an illegal item is found in your possession, it will be confiscated and you will be turned over to the Police. If you attempt to pass an item to anyone within the facility that has not been approved by detention staff, the item will be confiscated and you will be prosecuted to the full extent of the law and your visiting rights will be terminated. - There is no smoking within the facility. Leave all your tobacco products, matches, lighters, etc. locked within your vehicle. - A juvenile may refuse or terminate a visit at any time. Any visit may be terminated at the discretion of the Detention Staff if rules governing the visit are violated or the safety or security of the youth or the facility is jeopardized.
MEDICATION Medication that is brought into the facility for a juvenile will be checked and authorized by the medical staff before it is given to the juvenile. TELEPHONE VISITATION Telephone contact between a detained juvenile and his/her family is actively encouraged when it is deemed helpful to the juvenile. A personal telephone visitation is a call to parents, guardians, or other adults authorized or verified by the Juvenile Probation / Parole Officer, Caseworkers, Juvenile Department Director, or Detention Manager. INCOMING CALLS - Detained juveniles must obtain permission from those listed above to receive phone calls. INCOMING calls are limited to professional staff (i.e. attorneys, counselors, or doctors). All personal calls will be handled on an out-going basis only. Youth being held within the facility will not be allowed to receive incoming calls from anyone other than professional staff as listed above. DO NOT call the facility hoping to talk with your youth. All personal calls are initiated by the youth and placed to you by a COLLECT call. Professional in-coming calls for detained juveniles will be received between 9:00am and 9:00pm. Detention Staff answering the in-coming call will determine the identity of the caller and assess whether the juvenile should receive the call. OUTGOING CALLS - Periodic times will be set aside for personal out going phone calls to approved visitors. The youth will be allowed one (1) fifteen minute call per phone use period. All out going calls will be made on a COLLECT basis and from the inmate phone system. All phone calls are pre-approved by the Probation / Parole Officer, or Caseworker prior to the youth being allowed to make the call. Those who are are approved are placed on the youth's visitation log for further reference. The inmate phone system will automatically terminate the phone call after fifteen (15) minutes have passed. All calls, including local calls are made COLLECT. The minimum charge for each call is $1.55. CORRESPONDENCE THROUGH MAIL PERSONAL MAIL is any correspondence received or directed to a juvenile to a juvenile's family, friends, or associates. Correspondence is encouraged. Any restrictions placed on correspondence are those necessary to ensure the safety and security of the facility or other persons. INCOMING MAIL - For the youth to receive mail, it must: Be mailed through the United States mail system. Please Do Not bring mail into the facility for the juvenile. If you bring mail from home for a juvenile, it will not be given to the youth. All items brought into the facility will be placed in their personal belongings and will not be given to the youth until they have been released. Be correspondence only. Please do not send packages (they will be returned to the sender). Have a return address. A return address must be clearly printed on the outside of the envelope. If it does not, the letter will be placed in the personal belongings of the youth and he/she will not receive it until after they have been released from the facility.
When mail arrives for a juvenile, Detention Staff will open the mail in the presence of the juvenile to determine if the mail contains contraband. (Contraband is defined as any item that is not allowed into the facility, such as snacks, pornographic pictures, gang related pictures or writing, etc.) Detention Staff will not read the mail unless permission is given to do so by the juvenile or unless there is a court order. OUTGOING MAIL - Detention staff will not read out-going mail unless permission has been given by the youth or unless there is a court order. The Detention Facility will provide two (2) stamps for the juvenile per week for correspondence with family, friends, and associates. The Detention Facility will provide unlimited postage for correspondence to any attorney, court, federal, state, county, or municipal government official. After a youth has written a letter, the envelope will be properly addressed and sealed by the youth in the presence of the Detention Staff. The sealed envelope will then be mailed out by the NORCOR Juvenile Detention Facility. NORCOR wants to encourage you to visit, however this is a Correctional Facility and the safety and security of the youth being held is our main priority. If you have any questions concerning the visitation policies, please feel free to discuss them with the Detention Staff, Operations Manager, or Detention Manager. UNATTENDED CHILDREN Please make arrangements to leave minor children at home or with a responsible adult while you are visiting. Children will not be allowed in the lobby area during your visit unless they are under adult supervision. |
