

I. POLICY: Pursuant to ORS Chapter 169 and 336 all juveniles held in the NORCOR Juvenile Detention Facility will be provided the opportunity to participate in an educational program. It is the policy of the NORCOR Juvenile Detention facility that all youth will participate in educational programming upon the completing the Orientation process. It is further the policy of the NORCOR Juvenile Detention Facility that a staff member be assigned on a daily basis to observe the classroom. Observing the classroom involves monitoring for safety and security issues, assisting the teacher and possible participation in the educational programming. When observing the classroom the teacher is in charge of the program, staff are there to assist. Refusal to participate in education is a direct violation of detention rules and the juvenile will be held accountable. II. DEFINITIONS: None III. PROCEDURES: Classroom Attendance All juveniles eligible for education will attend school on a daily basis. This is required and not an option. No juvenile will leave the classroom without permission from the teacher, teacher aid, or detention staff. Classroom interruptions for interview, health contacts, testing, and court-related matters will be kept to a minimum. School hours may vary between the hours of 0800-1530, Monday through Friday. The teacher/teacher aid to juvenile ration will be determined by the management or designee of the facility. The teacher, in conjunction with detention staff, will formulate a list of juveniles who will participate in the education program prior to the start of each school day.
Classroom Discipline All juveniles are expected to follow the classroom rules, participate in all activities, and produce quality work to the best of their ability. A juvenile who exhibits behavior or conduct that is offensive, distracting, or jeopardizes the safety and security of the classroom will be removed. The teacher or aid will handle disciplinary problems in the classroom. Problems that do not lend themselves to in-class discipline will be referred to the detention staff. The teacher or aid will grade each juvenile who participates in education. Any specific information will be written on the juvenile's behavior summary. Information concerning a juvenile's behavior will be communicated during pass on. The information will be documented on the pass on sheet.
General Rules When the teacher/aid has to leave the room, all office/closet doors will be closed. If the teacher/aid has to leave the room, all youth will be given a task to work on and be placed on silence. The teacher/aid will contact Control and make them aware of the situation. When the teacher/aid is not in the room, the youth will not get up out of their seats for any reason. If the Teacher/Aid must make a phone call, all youth will be placed on silence and given a task to complete. The youth will not get up out of their seats for any reason. A detention officer will be assigned to the classroom on a daily basis.
It is preferred that youth never be left unattended in the classroom If at all possible, the teacher/aid will notify staff to step into the classroom until which time they return. Teacher/Aid Responsibility To maintain communication between ESD/DOE and the detention program. Assess the capabilities and needs of individual juveniles assigned to the detention program. Develop and implement an individual education program for each juvenile. Provide a strong, structured environment. Maintain an ongoing record of each juvenile's progress. Maintain an accurate record of the total number of juveniles taught and the total number of hours of instruction given. Provide information about each juvenile's daily performance at pass on and on the behavior summary.
