SUMMARY

Responsible for the coordination and daily operation of the Skamania County Noxious Weed Control Board’s various weed control grants and projects.

Responsibilities include:  providing administrative support and oversight for various noxious weed projects, grant tracking and invoicing, maintain a weed location database using Geographic Information System (GIS), and coordinating database information and related program activities with local, state and federal agencies.  Work is performed under the supervision of the Weed Coordinator. 

 

ESSENTIAL FUNCTIONS

Coordinates grant funded work with one or more funding agencies.  This requires contacts with county department heads, public and non-governmental officials as the state and regional levels.

 

Provides direct management of grant-funded projects, researches grant information and solves management problems.  May evaluate a problem to determine the best course of action.

 

This position includes the l supervision of crews, monitoring accomplishments and preparing reports of such accomplishments.

 

Participates in the education of the public using newsletters, county fair exhibits, newspaper articles and other media outlets

 

This position seeks out grants, partners and other entities to provide funding for the program.

 

Responsible for all record keeping with respect to grant funded activities.

 

Ensures compliance with grant stipulations and applicable county, state and federal laws and regulations in own work and that of field employees.

 

Manages employee safety by establishing safety briefings, clear field communications policy and adhering to county, state and federal safety standards.  Ensures adherence to safety guidelines and regulations affecting workers, the environment and the general public.

 

Prepares noxious weed survey plans and trains employees in plant identification, Global Positioning System (GPS)) surveys and data collection.

 

Identifies and records locations of noxious weed infestations.  This may include single plants, small infestations or major infestations within Skamania County.  This information will be recorded in the Weed Information Management System and displayed with Geographic Information System (GIS) technology.  Sites will be located and recorded with g Global Positioning System (GPS) and data recorders.

 

 

Assists in the preparation of reports and demonstrations using Geographic Information System (GIS) technology to provide information to the Skamania County Noxious Weed Board, the Skamania County Board of Commissioners, other Skamania County departments, funding partners and other entities the degree of noxious weed infestations and accomplishments in eradication of noxious weeds.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge in supervisory techniques.

 

Broad knowledge of biological sciences such as botany, forestry, agriculture, ornamental and aquatic resource management.

 

Broad knowledge of plant ecology, physiology under various rainfall, elevation and temperature conditions.

 

Broad knowledge and working understanding of weed management methods, concepts and procedures.

 

Skill in management and administration s necessary to keep accurate office, financial and personnel records.

 

Ability to communicate clearly and concisely, orally and in writing.

 

Ability to resolve sometimes-complex budgeting, billing and payment problems with vendors and grant agencies.

 

Ability to establish and maintain effective working relationships with co-workers, supervisors, federal, sate and local government agencies, and the general public

 

Ability to complete grant and funding applications.

 

Ability to assimilate and evaluate data from research, publications, reports and studies.

 

Knowledge of engineering, planning and assessors records.

 

Knowledge of basic concepts of federal, state and local municipalities mapping standards.

 

Skill in and basic understanding of cartographic and Geographic Information System (GIS) techniques.

 

Ability to develop and maintain databases (metabases) for use with Geographic Information System (GIS) systems and consistent with other available data. 

 

Working knowledge of Global Positioning System (GPS)systems, equipment and application.

 

Knowledge and understanding of pertinent state and federal guidelines.

 

Basic knowledge of and/or ability to learn: Integrated Pest Management weed control principles, effective time and financial management; effective and courteous public contact; complex county, state and federal laws and regulations pertaining to weed control; county budgeting, invoicing and vouchering policy and procedures; internet, data base, spreadsheet, word processing software; office management tasks (filing, inventorying, work organization etc.); determination of appropriate sources of information for the public.

 

EDUCATION AND DUTIES

Associate Degree in an agriculture or natural resources field or combination of experience and education in weed identification weed management techniques, in plant biology and/or natural science, which provides the knowledge, skills, and abilities to perform the essential functions of the position.  The position requires a working knowledge of computer databases and GEOGRAPHIC INFORMATION SYSTEM (GIS) techniques. 

 

LICENSES/CERTIFICATES

Valid driver’s license required.

 

Ability to obtain State of Washington Pesticide Applicator License within 60 days. 

 

WORKING CONDITIONS

Work involves a combination of office and field duties.  Fieldwork is performed outdoors under varying weather conditions and over varying terrain.

 

PHYSICAL REQUIREMENTS

The duties of the above position may require walking, climbing, stooping, bending, reaching, kneeling, twisting, traversing uneven terrain, working in adverse weather conditions and the ability to lift 40 lbs.  Requires finger dexterity, sense of touch, gripping with fingers and hands, ability to see, hear voice conversations and to speak.
