NOTICE OF PUBLIC HEARING
PURPOSE: Skamania County Board of Commissioners hereby gives notice that a public hearing will be held to consider Ordinance 2008-05 amending Skamania County Code Chapter 2.72 Public Records Procedures, Section 2.72.060 Fees, to allow fees for copies of public records to be set by resolution of the Board of County Commissioners.
Written testimony/comments to be considered at the public hearing by the Board of Commissioners must be received by the Clerk of the Board by noon on the Thursday preceding the date of the public hearing. Anyone interested may appear and be heard.
Copies of Ordinance 2008-05 are available to the public in the Commissioners’ Office, Room 15,

(AN ORDINANCE AMENDING
WHEREAS, on October 31, 2006, Skamania County Board of Commissioners adopted Ordinance 2006-09 establishing public records procedures in compliance with the Public Records Act to provide the public full access to information concerning the conduct of government; and
WHEREAS, the Public Records Act and RCW 42.56.070(7) and RCW 42.56.120 allows the County to impose fees for the costs of providing public records; and
WHEREAS, Skamania County Board of Commissioners has determined that fees for the costs of providing public records should be set by resolution;
NOW THEREFORE BE IT RESOLVED by Skamania County Board of Commissioners that Chapter 2.72, Public Records Procedures Section 2.72.060 Costs of Providing Copies of Public Records is hereby amended as follows:
2.72.060 Fees for providing copies of Public Records
Fees for providing copies of public records shall be set by resolution of the Board of
A. Costs for paper copies. There is no fee for inspecting public records. A requestor may obtain standard black and white photocopies for fifteen cents per page. will charge its actual cost for nonstandard copies. Before beginning to make the copies, the public records officer or designee may require a deposit of up to ten percent of the estimated costs of copying all the records selected by the requestor. The public records officer or designee may also require the payment of the remainder of the copying costs before providing all the records or the payment of the costs of copying an installment before providing that installment. Skamania will not charge sales tax when it makes copies of public records. The public records officer may waive the fee if the expense of processing the payment exceeds the costs of providing the copies.
The fee for searching records, research, and/or providing a copy of a public record may be set by statute. Where the state or federal law sets a fee, that fee will be charged.
B. Costs for electronic records. The County will charge Five Dollars ($5.00) for electronic copies of records on a floppy disk or CD-ROM.
C. Costs for audio cassette recordings. The County will charge Ten Dollars ($10.00) for copies of audio recordings on a cassette.
D. Costs of mailing. may also charge actual costs of mailing, including the cost of the shipping container.
E. Payment. Payment may be made by cash, cashier’s check, or money order to
