LEARNING AND LEADERSHIP
Happy Trails Day Camp will be held for four weeks beginning Monday, July 6, 2009, at the Camas Camp & Ranch in Camas, WA. There will be seminars and hands-on training on horses, livestock, small animals, “being green”, gardening, etc. The camp will be held Monday through Friday. Participants must be enrolled in 4-H. The Pacific Northwest Poultry Association announced in their newsletter the Spring Poultry Show being held at Rock Creek in April. I have attended numerous of their shows (they hold a spring and fall show) and am always amazed by the number of participants and the enthusiasm of those participating. I hoped this information could get out to the 4-Hers somehow, such as the Clover Reporter.
They mention in the newsletter that they can use help. I asked one of the chair members what kind of help and she said they can use volunteers to help set up on Fridays between 9 - 4 and tear down between 12 till finished. I personally prefer the set up operation. Clean up is dusty and the dust has manure in it from MANY different birds! Probably not the best thing for young 4-Hers. It seems like they have more help Sunday from show participants. She mentioned that the best time to take in the show is Saturday between 8 - 5.
It would be great for 4-H kids to check this show out and see the kind of quality birds being shown. They have sale cages at the show with an odd assortment of birds but the best part to me is the number of breeders present at the shows that kids can contact to order and buy quality birds.

It is time to order your chickens. It will cost each child $25. This is based on the cost of the birds - each child needs to order 5 because chickens sometimes die and they need to have 3 for fair, the cost of shipping, and the cost of vaccinations that the hatchery gives them to help them survive.
Marlene Neisler has a 5 year old buckskin mare for possible lease to older 4-H’er for a green horse project. The mare will come when called and is super friendly. Ground broke, but has not been ridden. Call 427-4710 for more information.

From Martha Suronen: We had a successful Fiber Art Workshop on Saturday. 13 youth & 10 adult volunteers had a wonderful time. The youth were able to complete a backpack, cell phone purse, many oragami bowls, spin, knit and quilt. The top of a quilt was completed and now volunteer Linda Cope is going to complete the project for us by adding trim, backing and quilting for us. The quilt is going to be raffled for a worthy cause.
We would like to raffle the quilt at fair with proceeds being donated for a worthy project such as 4-H or community…The Holly House in Stevenson was suggested.

Called to order: 6:30 pm followed by Pledge of Allegiance, 4H Pledge

Approval of minutes: December minutes approved.
Treasurer’s Report: Report not available. Sally, Charlene and Jennifer will meet 2/20.
Office Report: Sally reports that a large number of enrollments have come in and wants to remind everyone that they are due. Sally mentioned that it is great to see a large group for Leaders Council and welcomes more suggestions or ideas for continuing to increase attendance.
Fair Board Report: Paul reported that FAIR DATES THIS YEAR is August 12th – 16th. Work Day will be August 8th. The Fair Board will be hiring crews to set up all interior areas of animal and horse barns. The Fair Board has hired the carnival this year but is unsure about 2010. The Fair Board will be conducting a survey during fair to the public inquiring if they want to continue with the carnival or have other ideas.
Livestock Meeting Report: May 1st is the last day for final request on anything that needs to be built.
May 11th - final livestock meeting. There will be pre-fair clinics on weigh-in day, including a ‘Vet corner.
Horse Barn Report: Bev brought up that in the past gaming kids have been required to do one performance, since this is not required by the state, would like to see this changed. Horse advisory will review and communicate the change.
Old Business: D’Anna Miller stated that her Shooting Sports group will re-affiliate with the Camas/Washougal Shooting League and NRA and be part of
Sally will be organizing a committee to work on bylaws; this can be access and worked on line. Colleen (livestock) and Kay (horse) volunteered; they will bring back to Leaders Council.
New Business: Paul reported that there is a plan to cover the grand stands at the very least he would like to see at least half of it covered in time for fair.

Horse Barn Meeting

Old Business:
1. Green cards need to be updated to include dressage and international flag.
Kay will get this information to Sally.
At the leaders council meeting, Paul and Sally discussed the changes to green cards this year. We can fill them out on line. They will be available on the website. The horse barn 4-Hers should print out these forms to bring to the mandatory meeting.
We would like to have them on file at the fair in case there are any questions.
Also, the # for horse entries will change from 900 to 800.
2. Need further discussion around Skamania 4H horse rules.
3. Revisions to the Rules:
#31 In the Horse Program Guide needs to be rewritten for clarification:
Proposal for rewrite is: 4-Hers wanting to leave the immediate fairgrounds must fill out the OFF GROUNDS notification form and obtain the appropriate signatures. The form will be turned into the Horse Barn Superintendent before leaving the grounds.
Kay will write up a form for approval from the Horse advisory.
#22 needs to be modified as we don’t have tie stalls anymore:
To read: Exhibiters may leave a horse saddled and tied up to the tie ring on a outside wall of the stalls only,
# 39 to be deleted from the Guide, as there are no tie stalls anymore.

4. Schedule for fair. At this time the plan is to schedule the Juniors in on Monday. We need to see how many horse 4-H members we have.
5. Is there a rule change needed to allow 4-Hers that have gaming horses, to just come for Saturday and Sunday at fair? This would free up space in the horse barn. We could let some of the performance only horses go home to make space for the gaming horses. We only have 58 stalls in the horse barn.
We discussed this issue and decided that we do not have a rule in place, it was just policy to have the gaming horses compete in one performance class.
6. Vixen Barney is our judge for fair.
It was suggested that we contact Vixen about the dressage pattern. We need to get it soon, so the kids can practice. Also was suggested that the Novice and Junior courses be easier for the kids. (Possibly walk/trot for the juniors also.)
7. The fair schedule: We discussed the fair schedule.

8. Work Day: Fair workday is scheduled for Saturday August 8th. We also have the Fair Open Performance show on that day. Any work in the arena, grandstands, and tower will have to be done earlier in the week. We will have a list of items needing to be done before fair. So workday opportunities are communicated and assigned. The fair will put up our horse stalls for us. Green Horse/ Driving - Need a date to schedule this class. Possibly Sunday August 23rd? Also need a judge.
9. Question was brought up about setting up a round pen for the kids to exercise their horses in. Either round pen or lunge. Kay will take to the fair board meeting.
The fair board was receptive to this, and requests that we bring in a nice round pen, I asked for 40 to 50 foot area to set up.
10. Rubber mats for the barn? Kay will take to the fair board meeting.
Fair board will check into getting mats, and will get back to us.
11. Adding on to the west side of the barn in the future? We had a discussion on this.
Bev brought it up at the fair board meeting, it will not happen this year, but possibly in the future.

Certificates will be due on weigh-in dates. Superintendents will be putting on a small learning clinic at the beginning of the weigh-in to prepare kids for fair. There will also be some vet information, to avoid surprises on haul in day.
Sally would like to have a superintendent meeting prior to the fair, so all will be on the same page.
The green cards will be online this year; paper copies will still be turned in. The 4-H leaders are in charge of that.
The belt buckle given to the kids at the awards night will now be given when the show is over – they will be able to appreciate it better.
