Remember! Leaders Council is for EVERYONE! If you’re a leader, assistant leader, youth leader
or just curious you are welcome to attend Leaders Council Meetings! They are OPEN. Only leaders are
allowed to vote, but everyone may attend. Please take an interest in these meetings as they are a
very important component to keeping 4-H thriving in

LEARNING AND LEADERSHIP
States’ 4-H International Exchange Programs
The mission is to help young people and their families understand the importance of knowing about other countries and their cultures.
HOST FAMILIES (A student joins your family):
Who: 4-H Families with children age 12-16 who are willing to open their homes to an international visitor.
What: A unique opportunity to host a visitor from another country
When: 4 weeks during the summer, or for a school year (actual dates vary by program)
Where: Delegates come from
YOUTH TRAVEL (Your child goes to another country):
Who: 4-H youth ages 12-19
What: Experience life in another country and culture staying with a native host family
Where:
Cost: $2000 - $5500 (depending on program).

Monday, December 1, 2008
Called to order: 6:30 pm followed by Pledge of Allegiance, 4H Pledge
Present: Sally Mansur, Bev Gadbaw, Kay Day, Cindy Gonser,
Approval of minutes: October minutes approved.
Treasurer’s Report: Balance in checking $6,548.92; balance in savings $1,931.59, totaling $8,480.51.
Office Report: Sally reported that the new Extension Agent has been hired and will start work in Feb. 2009. His name is Todd Murray (see last CR for story and photo). A $25 donation was received from Kathy and Ed Zimmer on behalf of Dale Richards. Secretary will send thank you to Zimmer family. Re-enrollments have been sent out to leaders. Sally asks they be signed and returned by January 2009. One re-enrollment was returned from post office and Sally is trying to identify another leader of Tic Tac Trotters to acquire the correct address.
Fair Board Report: Paul reported that the next Fair Board meeting is scheduled for Feb. 11. The Board is reorganizing into groups to split fair activity responsibilities from the many other activities such as the Bluegrass Festival. Paul reported that due to the five weekends in August 2009, the fair dates will be the week of August 12. Work Day will be August 8th. The Fair Board will be hiring crews to help set up livestock/horse stalls, etc. The Fair Board has hired the carnival this year but is unsure about 2010. The carnival is difficult to hire during our fair week time frame as they have other venues during that time. The Fair Board will be conducting a survey to the public inquiring whether the public would be interested in holding the fair during the last week of August.
New Leaders Council Business: Sally asked for suggestions to increase attendance at Leaders Council meetings. The meeting time has been changed to 6:30 pm and meeting will be held every OTHER month, beginning in February, 2009. Sally will send out meeting agendas prior to meetings so all can review content. She will keep up with email reminders. Sally asked leaders to review bylaws – see link on web page.
Livestock Meeting Report: Livestock meeting will be at 6 pm every other month preceding the 6:30 pm Leaders Council meeting.
Horse Barn Report: Bev Gadbaw stated that Leaders Council ought to pay for Horse Camp Director Training. The motion was approved for Leaders Council to pay for training fees. Sally will attend and possibly Jeannie Sizemore. Kay said she is still waiting to hear who will attend the Teen Training program.
Teen Report: The Teen Retreat is being organized. There may possibly be a District Rally organized.
Old Business: All officer nominees on the slate were nominated for their positions. Jennifer Graham volunteered to be a nominee for Treasurer as long as a check/balance system was established to support accountability of funds. This was approved and Jennifer was nominated as Treasurer. Discussion of changing from the Washougal Bank to Riverview Savings in Stevenson was discussed. A small audit committee will meet to give Treasurer overview of books, and discuss changing to a different bank if they choose. Motion was approved to give audit committee authority to change banks as they choose.
National 4-H policy does not recognize NRA gun training as a “certified” training. D’Anna Miller stated that her Shooting Sports 4-H group discussed re-affiliating with the Camas/Washougal Shooting League and NRA instead of Skamania County 4-H. Sally encouraged D’Anna to keep affiliated with Skamania 4-H and explained that WSU is actively working to change this policy.
New Business: Martha Soronen announced that the Sewing Camp will be held January 23rd, location to be announced. She needs help with the camp and could use folks to pitch in to help with a variety of tasks such as cooking, group activities, and /or sewing.
